General Description

Orange County has an opening for a Budget and Management Analyst II. The work involves the responsibility for performing advanced professional analysis in the overall review, preparation, and administration of the County's Operating Budget. An employee in this class has responsibility for reviewing, analyzing, evaluating, and monitoring County departmental budgets, Special Revenue Funds, and Enterprise Fund budgets throughout the fiscal year to ensure compliance, and conducting special management studies of County programs, activities, and practices. Further, an employee in this class coordinates several of the budget office's broad functions which may include the coordination of the Capital Investment Plan, the Long-Term Financial Model, Debt Model, Performance Measures and Data Transparency efforts.

Work is performed under the general supervision of the Budget Director with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work and in making decisions. Supervision is not the responsibility of this class. Does related work as required.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a master's degree in accounting, business, public administration, or closely related field; OR

Graduation from an accredited college or university with a bachelor's degree in accounting, business, public administration, or closely related field AND two (2) years of related experience in budgeting, financial management or accounting; OR

An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.

Master's degree in public administration, with experience in Local Government budgeting is preferred.

SPECIAL REQUIREMENTS

Possession of or ability to readily obtain a valid Driver License issued by the State of North Carolina for the type of vehicle or equipment operated.

All offers of employment are conditional upon successful clearance of a background check. Employment cannot commence until the employee has been cleared.
