    JOB TITLE: BUDGET ANALYST GROUP: Professional/Technical (Non-represented) LEVEL: 20 FLSA STATUS: Nonexempt WORKDAYS PER FISCAL YEAR: 246 HOLIDAYS: 14 SUMMARY: This is a professional position in the Business Services Department of Highline Public Schools that works in collaboration with assigned portfolio of programs in support of districtwide resource alignment practices. This position researches, analyzes, and advises district leadership in making staffing and budget decisions to achieve the Highline Promise. The Budget Analyst is designed to be flexible in terms of application of knowledge and skills to a portfolio of programs. Accordingly, the Budget Analyst portfolio may include: basic education (BEA), categorical programs and grants, Career and Technical Education (CTE) and skills center programs, alternative learning education (ALE) programs, Special Education, facilities and maintenance, transportation, A ssociated Student Body (ASB) programs, and central office programs and budgets.

OVERVIEW: Assists in resolving financial, staffing, budget issues and develops scenarios in a manner that promotes flexibility in meeting student needs and maintains the district's financial integrity.

    • Keeps current in terms of and serves as a resource person for: o district policy and procedures; o professional accounting and budgeting standards; and o revenue, expenditure, and program requirements.

    • Monitors financial reports for the purpose of ensuring allocations are accurate, revenues are generated, expenditures are withing budget limits, and fiscal practices are followed.
    • Maintains a wide variety of documents, files and records for the purpose of providing up -to-date information and historical reference in accordance with established administrative guidelines and legal requirements.
    • Maintains federal, state and local reports and monitors timelines for submittal of financial and compliance reports keeping supervisor informed as to due dates and requirements; adds new program descriptions and budget figures; researches and compiles needs assessment information; prepares comparability reports.
    • Detects, identifies, and corrects a variety of errors and problems including coding errors.

    BUDGET: Actively participates in budget development and administration, position control, and year-end closing activities.

    • Sets up and maintains detailed cost accounting and projection spreadsheets to track expenditures, revenues and staffing by department, building, program and budget. Reconciles account balances for assigned budget categories.
    • Prepares budget revisions as necessary , including expense and budget transfer. Prepares and processes documents and materials (e.g. contracts, requisitions, financial spreadsheets, budget transfers, journal entries, etc.). Create and upload budget files into finance system and F -195 for state reporting. Review and ensure accuracy of budget uploads.
    • Reviews district staffing information and communicates errors to Human Resources to ensure accurate position budgeting and State S-275 reporting.

    GRANTS:

    • Ensures all grant -related financial activity adheres to the school district's accounting systems, in accordance with district, state, and applicable guidance and regulation.
    • Prepares and reports Highline's annual Schedule of Expenditures of Federal Awards (SEFA).
    • Processes regular and monthly grant claims.
    • Prepares grant budgets for submission of grant applications including o btaining and organiz ing fiscal information for reports and related forms. Follows state and federal guidance for submittal.
    • Prepares and submits related materials to maintain compliance with grant award.
    • Discusses and provides guidance and advice on grant budget, expenditures and forecast and the appropriateness to grant awards.

    CONTRACTS:

    • Assists in purchasing process including RFP process and contract preparation.
    • Prepares and issues billing statements for out of district students on a semester basis.

    GENERAL:

    • Maintains confidentiality of information processed through the department.
    • Under the direction of the Controller, provides requested documentation and information to auditors.
    • Maintain professional competence, knowledge and skill necessary for the satisfactory performance of all assigned responsibilities.
    • Attends training, conferences, vendor presentations, district meetings and other activities as needed for professional development. JOB DESCRIPTION: BUDGET ANALYST

    • Collaborates with peers in other departments and school districts. Provides back -up and additional support to colleagues as needed. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

    MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE: Associate's degree in business or related field Two years of increasingly responsible experience working in a large or complex organization

    PREFERRED QUALIFICATIONS: Bachelor's degree in business or related field Experience working for a K-12 public school district

    CONDITION OF EMPLOYMENT: Criminal background clearance All certificates, licenses, endorsements, permits, and vaccines (absent exemption) as required for this position by state and local authorities

    KNOWLEDGE OF: Budgeting and financial reporting Business math Competency in operating a computer and related Microsoft Office software such as EXCEL, WORD and POWERPOINT School board policies and procedures

    EVALUATION: The Budget Analyst will be evaluated annually by the Director of Budget pursuant to the currently established district procedures and evaluative criteria. Such evaluations shall include an evaluation of the performance of the duties and responsibilities set forth above together with accomplishment of co -created annual goals.
