Broker-Dealer Executive - Operations & Regulatory Oversight (Part-Time)

Position Summary

Armstrong Securities LLC, a FINRA-registered broker-dealer affiliated with Ellington Management Group, is seeking an experienced broker-dealer executive to serve as a Broker-Dealer Executive - Operations & Regulatory Oversight on a part-time basis.

This position is designed for an accomplished broker-dealer professional who can manage a small broker-dealers regulatory, financial, and operational functions.

Armstrong is a small, specialized institutional broker-dealer whose activities are currently limited to supporting various functions for its parent company, Ellington Financial (NYSE: EFC), a publicly traded mortgage REIT, and its affiliate Ellington Management Group, an investment advisor with over $20 billion in assets under management. While Armstrong's activities have recently been limited to helping market MBS securitization transactions and executing various transactions for EFC and its affiliate Ellington Credit Company (NYSE:EARN), we are also open to expanding Armstrong's activities, such as proprietary trading and transacting with institutional customers in the REPO and other credit markets.

The successful candidate will work closely with Ellington senior management, Finance, Compliance, Legal, Operations, as well as external service providers and consultants to ensure the broker-dealer continues to operate in accordance with industry best practices and applicable regulatory requirements.

The position offers a flexible schedule, which we expect to require approximately 10-20 hours per week, with increased involvement during regulatory examinations, annual audits, quarterly reporting cycles, or active capital markets transactions.

Primary Responsibilities

• Manage the firms regulatory compliance, including review of work prepared by internal personnel (including Ellington's Compliance department) or external service providers.

Responsibilities include oversight of:

o FOCUS and other financial reports, annual audited financial statements, financial books and records

o Assisting with updates to financial and operational portions of the Written Supervisory Procedures

o Monitoring regulatory capital, assessing liquidity considerations

o Supervision of APs/ registered representatives

o Oversee preparation for regulatory examinations, responding to information requests, and addressing audit recommendations

o Interact directly with FINRA, SEC, independent auditors, SIPC, and external regulatory consultants

• Manage the broker-dealer's business activities, including:

o Current capital markets-related activities

o Managing relationships with clearing firms

o Spearheading new business initiatives involving Armstrong Securities

• Serve as a resource across the organization for broker-dealer-related questions and strategic initiatives.

Qualifications

Required

• Minimum 10 years of broker-dealer experience in finance, operations, regulatory reporting, compliance, or executive management

• Significant experience working with SEC and FINRA regulatory requirements applicable to broker-dealers

• Demonstrated experience interacting with regulators, auditors, and clearing firms

• Strong understanding of:

o Regulatory reporting

o Broker-dealer operations

• Active Series 24 license (or ability to quickly reactivate)

Preferred

• Previous experience as a FINOP, CFO, Controller, Chief Operating Officer, or other senior executive of a registered broker-dealer.

• Active Series 27 license (or ability to quickly reactivate), so as to be qualified to serve in the firms designated FINOP capacity, if needed.

• Experience dealing with customer balances and the related reporting requirements

• Experience supporting capital markets transactions
