Job Title: North Bend Branch Manager
Reports To: Regional Operations Manager / VP of Operations
Location: North Bend, Oregon
Position Summary
The Branch Manager leads all aspects of daily branch operations, including distribution, marine (over-the-water) fueling services, staff supervision, safety and environmental compliance, customer relationships, and branch profitability. This role requires a hands-on leader who holds current over-the-water fueling certification and can personally perform and supervise dockside and vessel fueling operations in accordance with U.S. Coast Guard, DEQ, and company standards.
Key Responsibilities
Branch Operations
• Manage day-to-day branch operations including fuel and lubricant deliveries, dispatch, inventory management, cardlock operations, and facility maintenance
• Develop and manage the branch budget; monitor P&L, margins, delivery efficiency, and operating costs
• Ensure accurate inventory reconciliation, fuel accounting, and loss prevention controls
Marine / Over-the-Water Fueling
• Perform and supervise over-the-water fueling of commercial fishing vessels, tugs, barges, and other marine craft in compliance with U.S. Coast Guard regulations (33 CFR 154/156), Oregon DEQ requirements, and company spill prevention procedures.
• Maintain current certifications for all marine fueling personnel; conduct required drills and training.
• Oversee dock facilities, fueling equipment, hoses, and containment systems; ensure inspection and maintenance schedules are met.
• Serve as designated Person in Charge (PIC) for fuel transfer operations; maintain transfer procedures, declarations of inspection, and spill response readiness.
Safety & Compliance
• Champion a safety-first culture; lead branch safety meetings and ensure compliance with OSHA, DOT, EPA, DEQ, and Coast Guard regulations.
• Maintain SPCC plans, facility response plans, and all required environmental documentation.
• Investigate incidents and near-misses; implement corrective actions.
Team Leadership
• Hire, train, schedule, coach, and evaluate drivers, fueling operators, and office staff
• Ensure all drivers maintain required CDL endorsements (Hazmat, Tanker) and DOT compliance • Foster a positive, accountable team culture
Customer & Business Development
• Build and maintain relationships with commercial, marine, agricultural, and industrial accounts.
• Identify growth opportunities within the branch territory; support sales efforts and pricing decisions.
• Resolve customer service issues promptly and professionally.
Required Qualifications
• Current Over-the-Water Fueling Certification (or ability to obtain/transfer certification within 30 days), with demonstrated experience as Person in Charge of marine fuel transfer operations.
• 5+ years of experience in petroleum distribution, marine fueling, or related fuel operations, including 2+ years in a supervisory or management role.
• Working knowledge of U.S. Coast Guard fuel transfer regulations (33 CFR 154/156), SPCC requirements, and state environmental rules governing fueling over water.
• Valid driver's license with clean driving record; ability to pass DOT drug screening and background check.
• Proven experience managing budgets, P&L, and inventory in a distribution or logistics environment.
• Strong leadership, communication, and customer-relations skills.
• Proficiency with dispatch, inventory, and standard business software.
• HAZWOPER training or spill-response training (or willingness to complete upon hire).
