Bid Analyst Location: Riverside, CA
Salary Range: $82,000 - $90,000
Position Summary: Responsible for identifying, analyzing, and coordinating responses to public and private sector solicitations, including Requests for Proposal (RFPs), Invitations for Bid (IFBs), and Requests for Qualifications (RFQs) for bus parts and components. This role serves as a key liaison between internal departments and external stakeholders to ensure proposals are compliant, competitive, financially sound and submitted on time. The ideal candidate possesses strong analytical skills and can review solicitation documents, legal terms and conditions, financial requirements, contractual obligations, and compliance requirements. This position plays a critical role in mitigating risk, supporting pricing strategies, and managing the overall bid process from opportunity identification through submission and award tracking. Key Responsibilities: - Review and monitor multiple customer procurement portals daily for new bid opportunities, solicitations, amendments, and contract updates.
- Analyze and interpret solicitation packages, including RFPs, IFBs, RFQs, contracts, specifications, terms and conditions, insurance requirements, and financial obligations.
- Conduct comprehensive legal and financial reviews of bid documents to identify risks, compliance requirements, exceptions, and areas requiring management review.
- Track and manage all bid opportunities using internal reporting tools and databases, maintaining accurate records of deadlines, status updates, awards, and submissions.
- Coordinate bid activities and timelines to ensure all proposal requirements are completed accurately and submitted within required deadlines.
- Work closely with different internal and external stakeholders.
- Identify contractual risks and collaborate with management and legal counsel to propose acceptable deviations, exceptions, or alternative language when necessary.
- Ensure all proposals comply with customer requirements, company policies, regulatory requirements, and contractual obligations.
- Maintain bid libraries, templates, standard forms, certifications, and supporting documentation.
- Develop and implement best practices, processes, and standardized templates to improve the efficiency and consistency of bid preparation and contract review.
- Prepare executive summaries and bid analysis reports highlighting key legal, financial, operational, and compliance considerations for management review.
- Monitor contract award notifications and assist with post-award documentation and contract administration activities.
- Support continuous improvement initiatives related to proposal management, contract compliance, and business development processes.
- Coordinate with procurement and shipping teams to ensure timely delivery of materials.
- Monitor delivery schedules, follow up on shipment status, and resolve any fulfillment issues proactively.
- Other duties as assigned.
Position Requirements:
- Bachelor’s degree in business administration, Finance, Accounting, Engineering, Contract Management, Supply Chain Management, or a related field.
- Minimum of three (3) years of experience in bid analysis, proposal management, contract administration, pricing analysis, procurement, or a related field.
- Strong understanding of contract analysis, solicitation review, and proposal development.
- Ability to interpret complex legal agreements, contractual terms and conditions, and procurement regulations.
- Ability to evaluate financial requirements, pricing structures, payment terms, bonding requirements, and other commercial provisions associated with solicitations.
- Strong analytical, critical thinking, and problem-solving skills with exceptional attention to detail.
- Proven experience working with ERP systems, quoting platforms, and proposal management tools.
- Proficiency in Microsoft Office Suite, particularly Excel for financial analysis and reporting.
- Excellent organizational and project management skills with the ability to manage multiple bids and deadlines simultaneously.
- Strong written and verbal communication skills.
- Ability to collaborate effectively with cross-functional teams and external customers.
- Ability to identify risks and recommend practical business solutions.

Preferred Qualifications - Experience reviewing public agency procurement documents and government contracts is highly preferred.
- Proven experience with contract negotiation support and solicitation compliance reviews is a plus.
- Knowledge of manufacturing, transportation, public sector procurement, or related industries preferred.
