Summary

Duties and Responsibilities:

  • Advises and assists the Incident Commander in minimizing and mitigating the effects of a WMD/Hazmat incident

  • Conducts all required Hazmat/WMD Awareness, Operations, Technician, and Advanced Technician training for the Bexar County WMD/Hazmat Teams, and other Emergency Responders (including Volunteer Fire Departments, San Antonio and the other 24 cities in Bexar County)

  • Provides all required National Incident Management System (NIMS)/Incident Command System (ICS) training for the Bexar County WMD/Hazmat Teams, and other Emergency Responders (including Volunteer Fire Departments, San Antonio and the other 24 cities in Bexar County)

  • Plans, conducts, and evaluates realistic and comprehensive WMD/Hazmat Exercises for the Teams

  • Conducts community education on anti-terrorism and Hazmat/WMD to citizen's groups throughout the County

  • Supervises development, review, and revision of Team Standard Operating Guidelines and Programs

  • Oversees the tracking, auditing, storage, maintenance, calibration, and use of all WMD/Hazmat Team personal protective, decontamination, detection, communications, and support equipment

  • Supervises, researches, applies for and programs the Homeland Security Program Grant (HSGP) and other grant funding for the Team

  • Oversees Team medical surveillance and schedules annual physical examinations

  • Attends seminars, training classes, conferences, and in-service training as required in order to remain current in all-aspects of WMD/Hazmat procedures and protocols

  • Position is directly responsible for the safety of the public

  • Performs other duties as assigned

Minimum Qualifications:

  • Associate's Degree in Fire Science, Business or Public Administration, or related field; AND three (3) years of professional experience in WMD/Hazmat response; or equivalent combination of education and experience

  • A thorough knowledge of weapons of mass destruction agent/hazardous materials response and remediation techniques; resource recovery techniques; geo-hydrologic and chemical principles; toxicology; infectious waste; underground storage tanks; chemical and laboratory techniques to identify hazardous materials, WMD agents, and epidemiological hazards; risk assessment and mitigation; and evidence gathering techniques; basic Knowledge of training and instructional techniques is required; basic knowledge of State and Federal laws and regulations relating to WMD agents and hazardous materials management and response is required

  • Ability to represent the department in a professional and effective manner. Ability to communicate effectively, both verbally and in writing; ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy. Frequent contact with internal and external agencies, Offices and Departments, Public Officials and the public, to include WMD/Hazmat Team members, emergency responders, governmental agencies, and Elected/Appointed Officials

  • Independent judgment is required when conducting exercises, training and responding to WMD/Hazmat Incidents. Must use discretion to achieve assigned work goals

Required certifications and training necessary for employment:

  • Certified Hazmat Technician through the Texas Commission on Fire Protection

  • Hazardous Materials Technician meeting requirements of NFPA 472

  • Completion of Hazardous Materials Awareness, Operations, and Technician training

  • Completion of National Incident Management System (NIMS)/Incident Command System (ICS) principles and applications training (NIMS 700 and 800, ICS 100,200, and 300)

Enhanced certifications are those that will improve the ability to perform the job duties and may require a Minimum number of years of experience:

  • Hazardous Materials/Weapons of Mass Destruction Specialist position meeting requirements of NFPA 472

  • Completion of advanced National Incident Management System (NIMS)/Incident Command System (ICS) principles and applications training (ICS 400, ICS Train-the-Trainer Course - L449)

  • Completion of Advanced Hazardous Materials Technician and equivalent WMD Courses are desirable

  • Final selected applicant must pass a pre-employment physical meeting the requirements of NFPA 472 Standard for Professional Competence of Responders to Hazardous Materials Incidents and a pre-employment drug screen test

  • Must secure and maintain a favorable background investigation and clearance

  • May work more than 40 hours during the workweek

Working Environment and Physical Demands:

  • Working in indoor and outdoor conditions with exposure to temperature variations, inclement weather, and typical construction site conditions and hazards

  • Occasionally moves items weighing up to 30 pounds

  • Must be able to don and operate in WMD/Hazmat personal protective equipment including fully encapsulated Level-A chemical protective suits and self-contained breathing apparatus

  • Moves about the office and worksite

  • Frequently communicates with others; must be able to exchange accurate information

  • Generally operates a computer and other office productivity machinery

  • Positions self to perform essential functions

  • Must be able to remain in a stationary position
