The City of Lynchburg Human Services Department is seeking a Benefit Programs Manager. This position is responsible for professional and intermediate administrative work planning, organizing, and directing the operation of public assistance programs for the Department and assures that federal, state, and local Benefits programs, laws and regulations are implemented to meet the public welfare needs of the City of Lynchburg. Directly supervises the Benefit Programs Supervisors and is responsible for indirect supervision of all Benefit Programs staff.
Salary negotiable based on relevant experience.

SUPERVISORY DUTIES
Provides direct supervision to six (6) Benefit Programs Supervisors who directly supervise Benefit Programs staff; responsible for the overall direction, coordination and evaluation of the Benefits Section.
Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws; responsible for interviewing, hiring, training employees; planning and assigning work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems for citizens as well as staff.

EDUCATION, EXPERIENCE, AND TECHNICAL SKILLS
Bachelors degree in human services, management, or related field and considerable experience in Benefits, including in a supervisory/managerial capacity; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Additional Requirements
Possession of valid drivers license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.

This position serves as the Departments primary subject-matter expert for Benefit programs and is expected to stay current on complex and frequently changing federal and state requirements. Detail your experience specifically with Benefit programs and how you have maintained your technical expertise.

This position may be called upon to represent the Department at City Council meetings, Board meetings, community events, regional/state meetings, and other public forums. The position also has an emergency management role and serves as the manager of an emergency shelter during community emergencies or weather-related events. Describe how you would approach being a public face of the Department in both routine and high-pressure situations. What do you believe effective leadership looks like when staff, community partners, elected officials, and members of the public are looking to you for information and direction?
