Position Summary

Plan, develop, administer, and oversee tenant engagement, relationship management, and support commercial development initiatives for the Aviation Department, the Albuquerque International Sunport and the Double Eagle II GA Airport. Serves as primary liaison between the department, airport tenants, prospective clients, community stakeholders, government agencies, and internal City departments to foster positive business relations, enhance communication, and support strategic commercial development opportunities. Coordinate tenant outreach programs, business meetings, development projects, special events, and stakeholder engagement activities while ensuring timely resolution of tenant concerns and effective delivery of tenant services.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Plan develop and implement tenant engagement programs, outreach initiatives and stakeholders' relations activities; foster positive relationships between the Aviation Department, airport tenants, business partners, community organizations and the public.
  • Coordinate, organize, facilitate and participate in tenant meetings, site visits, property development discussions, construction coordination meetings, special projects, special events and other business-related activities to support department initiatives and tenant needs.
  • Develop and maintain productive working relationships with airport tenants through regular communication, individual meetings, and proactive engagement to address business needs and enhance tenant satisfaction.
  • Coordinate with City departments, Aviation divisions, and external agencies to organize, implement, and support activities and projects related to tenant engagement and commercial development.
  • Prepare correspondence and respond to tenant inquiries, concerns and service requests; provide front office support and ensure timely, professional communication with internal and external customers.
  • Monitor, track and report tenant concerns, service requests, and engagement activities to ensure timely follow-up, resolution, and close-out.
  • In collaboration with Aviation leadership, interpret and apply lease agreements and property responsibilities by understanding owner and lessee obligations; provide guidance to tenants and coordinate with Department's Property and Contracts representatives to resolve property-related issues.
  • Coordinate and support Aviation Department commercial development initiatives by serving as the primary liaison between the Department, prospective tenants, developers, contractors, utility providers, business partners, and government entities throughout the commercial development process.
  • Participate in the planning and evaluation of commercial development opportunities at the Albuquerque Sunport and Double Eagle II airports; provide recommendations regarding agreements, development proposals, business processes and tenant-related documentation.
  • Review and provide recommendations on design documents, development plans, and related project materials as a member of department review committees to ensure compliance with departmental goals and operational requirements.
  • Develop, plan, coordinate and participate in special events, community outreach programs, and promotional activities that enhance public awareness and support the strategic role of the Sunport and Double Eagle II airports.
  • Develop and recommend policies, procedures, and best practices related to tenant engagement, customer service and commercial development to improve operational effectiveness.
  • Manage the development, implementation, and evaluation of department goals, objectives, policies, procedures and strategic priorities related to tenant engagement, customer relations, and commercial development.
  • Develop and oversee tenant and client service programs within established departmental policies; monitor and evaluate service delivery methods, operational effectiveness, and resource utilization to improve customer service and organizational performance.
  • Plan, direct and coordinate with department leadership and staff to identify, evaluate, and resolve issues affecting tenant relationships, commercial development projects, and operational activities.
  • Identify opportunities to improve tenant engagement, customer service, and business processes; develop and implement initiatives to enhance tenant satisfaction and operational efficiency.
  • Explain, justify and represent division programs, policies and activities; facilitate negotiations and assist in resolving sensitive, complex and controversial issues involving tenants, stakeholders, and business partners.
  • Represent the Department with other City Departments, elected officials and outside agencies; coordinate activities and establish collaborative partnerships to support departmental goals.
  • Prepare, review, and present reports, correspondence, presentations, and status updates related to tenant engagement and commercial development activities; provide regular briefing to department leadership and planning staff and participate in planning and development meetings.
  • Plan, schedule, coordinate and participate in development meetings and processes in collaboration with project managers and leadership.
  • Provide guidance as needed on regulatory requirements, including but not limited to City, County, Regional, State, and Federal rules, as they pertain to general aviation tenants, commercial development, and public engagement.

SUPPLEMENTAL FUNCTIONS:

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations.
  • Draft responses to and resolve difficult and sensitive citizen inquiries and complaints.
  • Attend a variety of meetings, boards and committees and events for assigned area

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in business administration, planning, project management, public relations or related field preferred.

Masters degree from an accredited college or university in any of the above fields preferred.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Must be able to successfully qualify for and maintain a Sunport Access Control Card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).

Working Conditions

Environmental:

Office and airport environment; exposure to computer screens, heat, cold, noise, dust, fumes, and inclement weather conditions; travel from site to site.

Physical:

Essential and supplemental functions may require physical condition necessary for moderate to heavy lifting; bending, stooping, walking, standing and sitting for prolonged periods of time.
