Qualifications
Ideal Candidate:
Attorney with professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. A graduate from an ABA accredited law school. Have an active bar membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia and has never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state of territory of the U.S. or District of Columbia.
GENERAL REQUIREMENTS:
The first professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments.
In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. Attorneys performing duties in NSPS YA3 or YC3 (pay set above entry level), GS-15, or equivalent-level positions are expected to perform with substantial independence even when working on the most complex or difficult matters.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of law equivalent to graduation from an accredited law school and admission to the bar of a State or District of Columbia.
Professional knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to ethics and standards of conduct matters and their impact on acquisition integrity; the Joint Ethics Regulation (JER); and Federal statutes and Executive Orders applicable to Government acquisition/contracting; the Federal Acquisition Regulation (FAR), and the Department of Defense, Air Force, and command supplements thereto.
Professional knowledge of Federal statutory and regulatory provisions, and Agency policy guidance bearing on miscellaneous civil law matters. Skill in interpreting the JER and applying it to specific situations and the exercise of legal judgment.
Where required, knowledge of applicable Federal statutes, case law, Executive Orders applicable to Government contracting, privatization, ethics, and fraud remedies issues, the Federal Acquisition Regulations (and Department of Defense, Air Force and command supplements thereto), and the U.S. Code as applied to criminal and civil litigation. Professional knowledge of the body of common law applicable to contracts in order to provide legal counsel on acquisition including, but not limited to, Federal criminal, civil, and administrative litigation.
Skill in communicating effectively, both orally and in writing, with both professionals and non-professionals. Skill in making oral presentations to peers, clients and other Federal officials. Ability to tactfully advise senior leadership on sensitive legal issues.
Proficiency in the techniques of legal research and familiarity with Government contracting and other resources used to perform research.
