DEFINITION
Under the direction of the Transit Director, plan, manage, and coordinate capital and maintenance projects related to Agency-owned facilities, fleet, and infrastructure, while supervising, assigning, reviewing, and participating in the work of staff responsible for the general operations, maintenance, construction, and inspection of those facilities. Serve as project manager for facility and maintenance-related capital improvement projects from planning through closeout; provide oversight to the maintenance component of the Agency's Operations and Maintenance contract; coordinate assigned activities and projects with other divisions, departments, vendors, and outside agencies; manage contracts and monitor contractors and consultants to ensure compliance with established policies, procedures, budgets, and schedules; and provide highly responsible and complex administrative and project support to the Transit Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Serve as project manager for facility, maintenance, and capital improvement projects; develop project charters, scopes of work, schedules, and budgets, and track performance against each throughout the project lifecycle.
Lead cross-functional project planning efforts, coordinating design, procurement, construction, and closeout phases with internal divisions, contractors, consultants, and outside agencies.
Prepare and manage project budgets and cost estimates; monitor expenditures against budget; identify variances and recommend corrective action.
Develop and maintain project schedules and milestone tracking tools; proactively identify schedule risks and resource conflicts and propose mitigation strategies.
Manage the full contract lifecycle for assigned projects, including scoping, procurement support, negotiation input, execution, performance monitoring, change order review, and closeout.
Prepare project status reports, dashboards, and presentations for the Transit Director, boards, committees, and funding agencies.
Coordinate and ensure project compliance with Federal Transit Administration (FTA) regulations and requirements; liaise with the Federal Transit Administration, Caltrans, and Merced County Association of Governments (MCAG) on project-related legislative and funding matters, including grant applications and reporting.
Identify, track, and report on project risks and issues; facilitate resolution across stakeholders.
Support development and administration of the Agency's capital improvement program, including prioritization of projects and long-range planning.
Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for general operations, maintenance, construction, and inspection of Agency-owned facilities.
Establish schedules and methods for providing facility maintenance and operations services; identify resource needs and allocate resources accordingly.
Supervise staff responsible for the operation, maintenance, and inspection of Agency-owned facilities, including buildings, bus stops, and related facilities, and Agency vehicles through the contracted maintenance provider.
Provide oversight and inspection of maintenance jobs and repairs conducted by operations and maintenance contractors, ensuring compliance with contractual obligations and established standards.
Perform the most technical and complex tasks of the work unit, including preparing cost and staffing estimates for maintenance work; perform field maintenance on equipment and tools as needed; oversee storage/disposal of surplus furniture and equipment.
Assist the Transit Director with field inspections to determine the annual preventative maintenance program for Agency-owned facilities.
Implement work safety requirements and conduct safety training for Agency staff.
Maintain oversight of building systems, including structures, roofs, and Heating, Ventilation, and Air Conditioning (HVAC) systems.
Assist with oversight of on-board technology, preventative maintenance compliance, major component replacement inspections, and regular fleet condition inspections.
Manage facility access and security systems.
Receive, investigate, and resolve public concerns and complaints in a courteous manner; recommend corrective action.
Participate in the development and implementation of goals, objectives, policies, and procedures; recommend changes and improvements; monitor activities to ensure compliance.
Prepare and maintain narrative and statistical reports, records, correspondence, and files related to assigned projects and maintenance activities; submit reports to state and federal agencies in a timely manner.
Communicate with management, staff, vendors, contractors, and outside organizations to coordinate activities and projects, resolve issues, and exchange information.
Attend and participate in professional meetings; maintain awareness of trends in project management and facility maintenance/operations and incorporate developments as appropriate.
Operate a computer and other office equipment as assigned; drive a vehicle to conduct work as assigned.
Attend and conduct meetings as assigned; develop and deliver presentations to the public, boards, and committees.
Perform related duties as assigned.
REQUIRED QUALIFICATIONS
Education and Experience
Any combination equivalent to: Associate's degree in Business Administration, Public Administration, Project Management, Construction Management, Maintenance, or a related field, and three (3) years of increasingly responsible experience in transportation administration, project/program management, fleet maintenance, or facility maintenance, including responsibility for project coordination, maintenance oversight, and compliance.
Additional qualifying experience may substitute for education on a year-for-year basis.
Bachelor's degree preferred.
Project Management Professional (PMP) certification or coursework preferred.
Licenses and other Requirements
Valid California Class C driver's license.
Knowledge of:
