Have strong insight into the intricacies of school finance and their impact on the educational process. Possess substantial skill in financial reporting, budget development and control, and cash management. Have demonstrated high levels of effective leadership skill. Have a genuine commitment to educational excellence and the capacity for strong and energetic leadership. Have a genuine concern for people and a record which clearly demonstrates patterns of strength, trust, honesty, open communication, and a high degree of empathy in all personal interactions. Possess the ability and demonstrate a predisposition to use a collaborative approach to problem-solving, while still accepting the responsibility for administrative decisions. Have a demonstrated, well-developed insight into the interest of the public(s) to be served. Have the ability to effectively communicate both orally and in writing with staff, parents, and community members, the often complicated nature of school finance and the district's budget.     Performance Responsibilities: Directs and monitors all job functions of the Business Office operations, including but not limited to accounting, payroll, purchasing, inventories, internal printing, internal services, transportation, school nutrition services, non-student records management, insurance procurement, energy procurement, and compliance with bid regulations. Supervise, evaluate and delegate appropriate responsibility to the Director of Business Operations, Director of Facilities Management and the Director of Food and Nutrition Services. Develops and coordinates the preparation, approval, and filing of the annual budget and property tax levy as prescribed by the Illinois statutes and school district policies. Develops and coordinates efforts related to long term financial planning and reporting, and brings forth any concerns, strategies, or specific recommendations to the Superintendent that may surface from these efforts. Per approval by the Board of Education, performs the functions of the School Treasurer, including investments, cash management, and revenue collection. Pay all bond and interest retirements when due. Preparate and file of all appropriate federal, state, and local reports, forms, and applications within the scope of the district's business and financial operations. Oversee and assist with financial aspects of all State and Federal grants. Assures business and financial operations and procedures are established with appropriate internal controls and are in compliance with federal and/or state statutes and regulations. Revised September 2026 Supervises and coordinates district activities related to the functions of the independent auditor including but not limited to preparation of annual financial data, statements and risk assessments. Develop and maintain procedures to ensure that all of the school district monies are accounted for and spent in accordance with the Illinois School Code, the rules and Regulations established by the Board of Education and the district's Administrative Procedures. Administer comprehensive risk management insurance programs (property, casualty, liability, worker's compensation) and ensure strict adherence to HIPAA and other privacy regulations. Oversee long-range facility maintenance schedules, capital improvement programs, and life safety inspections in collaboration with the Director of Facilities Management. Actively participate in collective bargaining by preparing salary/benefit proposals and fiscal impact analyses. Stays current with the laws governing school business and ensures compliance with those laws by all members of the department. Attends Board meetings and serves as a resource to the Superintendent and members of the Board for all areas under this position's responsibility. Responsible for compliance with Illinois Local Records Act for all departments of the district and schools. Serves as the District FOIA officer Serve as a liaison with local municipalities regarding shared interests such as Tax Increment Financing (TIF) and intergovernmental agreements. Lead initiatives to analyze and infuse equity into business practices and resource allocation to support the District's educational mission. Perform such other duties as may be directed by the Superintendent of Schools. Responsible for supervising principals in matters of finance, business, and school operations management, and in providing feedback to principal evaluators in these and other related areas of responsibility.

    Education/Experience:

    Master's degree in Business, Finance, Educational Administration, or a related field. Minimum of five (5) years of successful experience in school business administration or financial management preferred. Demonstrated experience overseeing financial and operational aspects (such as budget development, facilities, transportation, or food service) of a school district or large organization. Strong knowledge of school finance, regulatory compliance, and fiscal reporting. Licenses and Certifications:
