Job Description
A property and casualty client is seeking an Assistant Manager, Software Development to support the planning, coordination and execution of technology initiatives within the Information Technology department. This role plays a key part in modernizing legacy AS400/COBOL-based systems into scalable, cloud-ready platforms while ensuring operational continuity. The position collaborates closely with internal teams and onshore/offshore development partners, combining technical leadership with project and delivery management to drive successful modernization using technologies such as .NET, Java, Python and cloud platforms.
Responsibilities
Lead and coordinate modernization initiatives to transform legacy systems into scalable, cloud-ready platforms.
Partner with architecture, infrastructure and business teams to define and execute a phased modernization roadmap.
Provide hands-on technical guidance in modern programming languages such as .NET, Java or Python.
Promote the use of cloud-native tools, APIs and automation frameworks to improve integration and efficiency.
Ensure modernization efforts meet business continuity, compliance and data integrity requirements.
Oversee multiple concurrent projects, ensuring milestones, timelines and deliverables are achieved.
Manage and collaborate with onshore and offshore development teams to maintain quality and communication standards.
Oversee the software development lifecycle (SDLC), from requirements through deployment, using Agile or hybrid methodologies.
Support IT governance, production control standards and adherence to development processes.
Coordinate third-party integrations and vendor-delivered components.
Develop understanding of business operations and system dependencies to align technology solutions with organizational needs.
Collaborate with data teams to support data migration, transformation, and accessibility during modernization.
Support enhancements to analytics and reporting capabilities.
Mentor and guide development staff, ensuring adherence to coding, testing and documentation standards.
Foster collaboration, accountability and performance development across distributed teams.
Serve as acting manager when needed.
Act as a liaison between IT, business units and development teams to ensure alignment on goals and progress.
Provide regular updates to leadership on project status, risks and mitigation strategies.
Facilitate cross-functional collaboration, workshops and knowledge-sharing sessions.
Requirements
7+ years of software development experience, with 2+ years in people or project management
Experience in property and casualty insurance
Proven experience managing and collaborating with onshore and offshore development teams
Hands-on experience with at least one modern programming language (Python, Java, or .NET)
Familiarity with cloud platforms such as AWS, Azure or GCP and modern integration frameworks
Experience working with or modernizing legacy systems (preferred)
Bachelor’s degree in Computer Science, Information Technology, or a related field
Relevant certifications in cloud platforms, system architecture, or project management (preferred)
Strong understanding of both legacy and modern development environments (AS400/COBOL and modern stacks)
Excellent communication, coordination and leadership skills across distributed teams
Strong data analysis, systems integration and problem-solving capabilities
Ability to manage complex technical environments and multi-vendor relationships
Strong organizational and prioritization skills
Demonstrated commitment to adaptability, accountability, teamwork, innovation and quality
Pay Range
The anticipated pay range for this position is $125,000 - $150,000 annually.

The final pay for this position is determined based on several factors including but not limited to, relevant experience, skills and certifications, education and training, geographic location, market conditions, and internal equity.
