Summary
Directs, supervises and evaluates daily work of accounting staff. Ensures all receipts are properly balanced on a daily basis verifying accounting classification from all County Clerk receipting systems and the related import to the general ledger. Verifies revenue for accuracy of all payment types, including electronic formats. Reviews and analyzes financial entries and makes recommendations when necessary. Prepares adjustments and month end postings to general ledger. Prepares bank reconciliations for General Fund, Trust Fund and Cash Bond accounts, and monthly report for submission to Commissioners Court. Analyzes internal controls and makes recommendations when necessary. Resolves accounting issues as they arise. Performs most duties of Accounting Manager in his/her absence.
Essential Duties and Responsibilities
Monitors import of daily flat file from County Clerk's eleven (11) receipting subsystems to the general ledger.
Verifies and reconciles daily revenue from all County Clerk receipting systems assuring accuracy of traditional and electronic payment types; analyzes financial data.
Edits errors created by cashiers, clerks and/or document production.
Originates and maintains manual and automated documentation of general fund accounts. Checks general ledger coding for accuracy.
Analyzes financial data; verifies proper classification and resolves discrepancies with the general ledger.
Approves and processes adjustments and month-end postings to general ledger for General Fund, Trust Fund and Cash Bond account; reconciles to various County Clerk receipting systems.
Monitors revenue collections with revenue budget; advises Accounting Manager of unusual trends.
Initiates, verifies and approves ACH debit transfers.
Verifies and authorizes disbursements of funds, including daily advances and monthly disbursements to the County Auditor.
Verifies and reconciles daily bank transactions for General Fund, Trust Fund and Cash Bond accounts.
Coordinates month-end activities, analyzes accounts, prepares supporting workpapers, and compiles comparison/variance reports in accordance with GAAP.
Performs monthly bank reconciliations and audits for General Fund, Trust Fund and Cash Bond accounts.
Formulates and distributes fees on monthly accounting reports for submission to Commissioners Court, assuring inclusion of supporting documentation where appropriate.
Develops annual revenue report.
Fields questions from the general public and all County Clerk departments regarding accounting issues.
Verifies and disburses refunds for fine overpayments and cost on deposits.
Performs cash counts in all County Clerk departments.
Reviews electronic subscriber contracts for financial compliance.
Evaluates and recommends software implementation strategies considering reporting requirements.
Researches and compiles needed information to escheat General Fund monies to the State Unclaimed Property Fund.
Reviews monthly state reports. Ensures all reports are prepared, reviewed and submitted in a timely manner.
Gathers requested supporting documents and information for internal and external auditors.
Monitors compliance of County Clerk Receipt Policies and Procedures for all cashiers; provides recommendations for internal controls to Accounting Manager.
Develops, implements and updates Accounting Office procedures
Supervises and provides assistance and training to Revenue Accounting Clerk and Cash Bond Clerk.
Evaluates and makes recommendations concerning hiring, promotion and termination of accounting personnel.
Challenged to be proactive with a continually changing environment concerning statutes, regulations, accounting, auditing and general County issues and makes recommendations to Accounting Manager.
Performs special projects and other related duties involved in the operation of the department as assigned or required.

Do you have an Associates degree or higher + four (4) full-time years of accounting work experience?

Do you have a High School diploma or GED + six (6) full-time years of accounting work experience, preferably in local government

Do you have Two (2) years of supervisory experience, having had the responsibility of overseeing the work and evaluating the performance of subordinates? (Note: preferred, but not required)
