Nature of Work
This position provides support to the Floodplain Manager and Floodplain Administrator. This position is responsible for managing the CSR as well as performing site inspections on active building permits and field verifications of Floodplain Elevation Certificates (FEC).Performs technical level work coordinating floodplain management and assists and provides support to the Floodplain Manager as it relates to all functions of CRS and NFIP programs for the city; and performs related duties as assigned by the Building Official and Floodplain Manager
Illustrative Examples of Essential Duties
- Prepares a checklist for plan reviewers in order to be consistent and apply code requirements
- Assists in preparing and codifying Floodplain Management Regulations for the city under Floodplain Manager
- Assists in implementing the revised City's Flood Maps as directed by Floodplain Manager
- Assists in revising the City Floodplain Management Regulations in 2016 to higher standers and resiliency.
- Prepares Floodplain Management Variance Reports and Orders
- Attendant at Floodplain Management Board Meeting to assist the Board with flood technical issues and cases in the absence of Floodplain Manager
- Coordinates with EMS to create Flood Emergency Guide as directed by Floodplain Manager
- Coordinates to improve the City's Community Rating System (CRS) Program as directed by Floodplain Manager
- Coordinates with GIS staff to create the Flood Risk Map's to assist the staff and residents to under flood risks
- Assist to create Flood plain Management Brochures to inform residents, tenants and business/ property owners about Flood risk
- Assists and prepares the annual Flood plain Management out-reach letters and flyers throughout the city.
- Participates in the city's out- reach meetings to inform the residents about Flood risks
- Visits homes and businesses in the city to assist with the flood protection migration options and flood insurances
- Assists to identify Flood Zone Determination on real estate MLS in Miami- Dade County
- Prepared and listed online available Elevation Certificate and Flood Proofing Certificate for properties in the city in absence of the Floodplain Manager
- Performs related work as required
Minimum Requirements
- Associate's degree; and five (5) years of related work experience; or an equivalent combination of education and experience.
- Certified Floodplain Manager preferred.
- Possession of a valid, State of Florida driver's license to operate the motor vehicle operated, typically Class E.
PHYSICAL REQUIREMENTS
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact
- Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects and distinguishes between shades of color
- The work is typically performed in an office and outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and cold or inclement weather
- Drive an automobile
- Perform on-site inspections at locations, which may not be accessible to the physically handicapped
- Ability to do significant walking, climbing, bending, kneeling, and stooping common during inspections and observation
