The East Bay Regional Park District invites applications for the position of Assistant Finance Officer - Capital Finance, Grants & Business Services, an exceptional leadership opportunity for an accomplished public finance professional to help shape the future of one of the nations premier regional park systems.
Reporting to the Assistant General Manager of Finance & Management Services/Chief Financial Officer, the Assistant Finance Officer plays a pivotal role in developing the financial strategies that support the Districts Capital Improvement Program and long-term sustainability. The position provides strategic leadership for capital finance, grants administration, treasury and investment management, Business Services, and long-range financial planning while partnering with the Executive Team and departments across the organization to ensure the financial resources necessary to preserve, enhance, and expand the Districts parks, trails, facilities, and public spaces. Working across a diverse organization, the Assistant Finance Officer serves as a trusted advisor on complex financial matters, helping align funding strategies with the Districts operational priorities and long-term vision.

COMPENSATION & BENEFITS
The salary range for this position is $175,094 - $234,624 annually (placement at top of range requires Board approval). Placement within this range is dependent on experience and qualifications.

Example of Duties
Under general direction, administers the operations and daily activities of the Finance Department. Reporting to the Assistant General Manager of Finance & Management Services/Chief Financial Officer, the Assistant Finance Officer serves as a member of the Park Districts senior leadership team, providing leadership, direction, and technical expertise to Finance Department programs and staff. As the Assistant Finance Officer - Capital Finance, Grants & Business Services, the position manages District-wide capital finance and funding programs, providing strategic financial support to the Executive Team and Board of Directors through capital finance planning, funding strategies, and long-term capital budgeting. The position oversees grants administration and compliance, Business Services, office services, internal service and special revenue programs, cash and investment management, debt administration, operating and capital budget development, long-range financial forecasting, tax levies and special assessments, and review of pension assets and liabilities. Responsibilities also include analyzing infrastructure needs, developing project funding plans and monitoring progress, supporting the Board Finance Committee, managing centralized office services, leading special projects, and providing financial support to the Legislative and Government Affairs unit on District legislation.

IDEAL CANDIDATE
The ideal candidate is an innovative, collaborative, and strategic public finance leader who combines technical expertise with the ability to develop long-term capital funding strategies that advance the Districts mission. They bring experience supporting complex capital improvement programs through thoughtful financial planning, creative funding approaches, and strong partnerships across the organization.
Successful candidates will demonstrate the following competencies:
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: A Bachelors degree from an accredited college or university in business, real estate, community planning, landscape architecture, finance, environmental science/engineering, park and recreation administration, public administration, or a related field,
AND
Experience: Six (6) years of experience in governmental accounting/financial administration, including three (3) years of supervisory responsibility.
Substitutions: A Master's degree from an accredited college or university in a related field or a current license as a Certified Public Accountant (CPA) may be accepted as an equivalent to a maximum of two (2) of the required non-supervisory six years of experience.
Desirable: Possession of a CPA license or master's degree in Business or Public Administration, Finance or related field is highly desirable.
