Position Summary
Incumbents of positions in this series coordinate and monitor assigned program activities; review and analyze data concerning agency programs; provide technical assistance and advice to agency personnel and others; respond to inquiries; maintain liaison with various agencies; and perform related work as required. The basic purpose of this work is to coordinate, monitor, develop and implement programs for an assigned agency.
Duties and Responsibilities
Oversight of District Training and Training Coordinator.
Oversight of District Payroll and Payroll Supervisor.
Act as MassCareers subject matter expert; ensure all requisitions for new and backfill positions, as well as EQ''s, are submitted accurately and timely. Participate in interviews for District vacancies; prepare recommendation and submit recommendation packets completely, accurately and timely.
Assist with processing Step I grievances as directed by the District Administrator for review, approval, and signature of the DHD. Update and maintain District Grievance Tracking report; receive and coordinate updates from Labor Relations on grievance status and progress. Assist District Administrator/DHD/DOE in dealing with disciplinary issues and investigations within the district.
May attend meetings and make decisions in conjunction with District Highway Director (DHD) and District Operations Engineer (DOE) on behalf of the District Administrator in their absence.
Supervise, coordinate and monitor activities of direct reporting staff, including payroll, accounting, and personnel by establishing operating and/or reporting relationships, and assigning work accordingly ensuring organizational goals are met.
Manage benefit programs at the district level and communicate regularly with MassDOT HQ in matters related to payroll, human resources, labor relations, employee relations and other divisions as necessary.
Provide necessary information to management concerning payroll, leaves of absences, workers compensation claims, grievance processing, reclassifications, staffing, private auto mileage, and various other human resource policies and procedures.
Interact with managers, engineers, professional staff as well as the public to integrate and coordinate activities within the District office in matters pertaining to maintenance, construction and project development.
Advise senior personnel regarding requests for public information and subpoenas.
Respond to all inquiries from vendors and the public offering resolutions and information in compliance with department policies and procedures.
Maintain accurate staffing levels for all District Operations.
Perform related duties such as attending meetings, conferences, interviewing prospective employees, maintain records, conduct performance evaluations (EPRS), and perform related work as required.
Preferred Qualifications
Working knowledge of MassCareers
Experience with Payroll/SSTA
Knowledge of Accounts Payable or budget oversight
Collective Bargaining Experience
