Minimum Qualifications

Bachelors degree. A minimum of six years of progressively responsible managerial and/or administrative fiscal management experience in the areas of budget administration, financial forecasting, accounting or fiscal analysis, to include supervisory experience is required.

The Miami-Dade County, People and Internal Operations Department (PIOD) is seeking a dynamic executive leader to serve as Assistant Director and join its senior management team. This position plays a critical role in advancing the Departments vision, strategic priorities, and operational excellence.

The ideal candidate is an innovative and collaborative leader with exceptional communication skills and a proven ability to manage complex, multi-functional operations that deliver essential services to both internal and external stakeholders.

Reporting directly to the Department Director, the Assistant Director provides executive-level oversight, strategic direction, and planning across several departmental divisions delivering countywide services. This role is responsible for comprehensive budget and financial management, including directing fiscal operations and ensuring alignment of resources with the priorities of the Mayor and Department Director.

The Assistant Director directly oversees the following divisions:

  • Budget and Finance: oversees the departments operating budget, including Accounts Receivable and Accounts Payable; manages the accounting functions of the Countys Self Insurance fund; performs internal audit functions; and supports the Risk Management Division by reviewing workers compensation claims.
  • Fiscal and Shared Support Services: manages the departments capital budget and capital accounting, and oversees procurement operations to ensure compliance, efficiency, and alignment with departmental priorities.
  • Business Intelligence: leads data analytics, reporting and visualization efforts, and supports organizational change management initiatives to drive data-informed decision-making.

Additionally, the Assistant Director collaborates closely with County leadership and key stakeholders, including the Office of Management and Budget, County Attorneys Office, Strategic Procurement, and Constitutionals offices, to ensure coordinated, effective service delivery across the organization.

PIOD provides a wide range of internal support services essential to the operation of County government, promoting operational best practices and efficient government functions. PIOD is comprised of a large, multidisciplinary workforce of approximately 960 employees, including managerial, professional, and trades staff. For Fiscal Year 2025-26, the Departments operating budget is approximately $464 million, and the capital budget is approximately $828 million. PIOD delivers a variety of customer-focused services including, but not limited to, Human Resources, Americans with Disibilities Act, Fleet Services, Facilities Management, Parking Operations, Printing Services, and Security Management.
