The City of Stockton Public Works (PW) department is seeking to fill one (1) vacancy for the Assistant Director of Public Works position.

The candidate will work a City of Stockton 9/80 schedule: 7:30am to 5:30pm Mondays through Thursdays; 8:00am to 5:00 Fridays, with alternating Fridays off. May be required to work additional hours and/or weekends to provide operational support.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Under direction of the Director of Public Works, assists in administering the programs and activities of the Citys Public Works Department; facilitates the formulation and implementation of departmental policies, goals and directives; undertakes special projects as assignments; provides expert professional assistance to city management staff on public works matters; acts as the Director of Public Works as designated; and performs related duties as assigned.

CLASS CHARACTERISTICS

This single position class is a management level position requiring a high degree of professional skill and knowledge in administering and evaluating public works programs and functions. This position has administrative responsibility for policy development and program planning and implementation. The incumbent assists with the development and implementation of department goals, objectives and work standards in addition to furthering city goals and objectives. This class is distinguished from the Director of Public Works, which has overall administrative responsibility for all public works functions and programs.

PRINCIPAL DUTIES (Illustrative Only)

Duties may include, but are not limited to, the following:

• Develops and coordinates the implementation of goals, objectives, work standards and departmental administrative policies and procedures; assists with the preparation and administration of the departments budget.
• Plans, organizes, coordinates and directs through subordinate supervisors, assigned public works functions of the City.
• Consults and works closely with the City Council, City Manager, and other City departments and a variety of public and private organizations in developing programs and implementing projects to solve problems related to public works issues.
• Directs and supervises assigned division heads regarding matters affecting staff development and employee relations; provides for the election, work review and professional development of staff.
• Determines priorities, reviews staff work and directs the development of management systems to evaluate policies and operating procedures for overall effectiveness.
• Makes interpretations of city regulations and codes and applicable laws and provides technical assistance to staff and commissions.
• Coordinates the formulation of long-range planning, including financial and capital improvement plans.
• Acts the Director during the Director's absence; represents the Public Works Department in meetings with public officials, other public agencies and civic groups in order to coordinate, develop and implement projects and programs.
• Assists in the preparation of and personally prepares a variety of complex administrative and technical reports; directs the maintenance of departmental records.
• Monitors developments related to delegated service area, evaluates their impact on City operations and implements policy and procedure improvements.

QUALIFICATIONS

Knowledge of:

• Administrative principles and methods, including goal setting, program and budget development and implementation and employee relations;
• Principles and practices of organizational planning and analysis in municipal public works administration including Operations/Maintenance, Engineering, Fiscal and Solid Waste/Recycling;
• Engineering standards and legal guidelines for public works projects;
• Administrative principles and methods, including goal setting, program and budget development and implementation, employee supervision;
• Applicable city, state and federal laws, guidelines and standards;
• General automotive and equipment shop operations;
• Principles and practices of budget development and administration; and
• Principles of business computer user applications.

Skill in:

• Managing, planning, organizing, administering, and coordinating a variety of large and complex public works programs and services;
• Planning, organizing, assigning, directing, reviewing and evaluating the work of assigned staff;
• Selecting, motivating and evaluating staff and providing for their training and professional development;
• Developing and implementing goals, objectives, policies, procedures, work standards and internal controls;
• Analyzing complex technical and administrative public works problems, evaluating alternative solutions and adopting effective courses of action;
• Preparing clear and concise reports, correspondence and other written materials;
• Establishing and maintaining cooperative working relationships with a variety of citizens, public and private organizations, boards and commissions, and City staff; and
• Exercising sound independent judgment within general policy guidelines.

Education:

Possession of a Bachelor's degree from an accredited college or university with major course work in Engineering, Construction Management, or a closely related field.

Experience:

Eight (8) years of progressively responsible experience in a major public works setting, including five (5) years in a supervisory capacity, which has included program planning, development, and administration.

Other Requirements:

• Must possess a valid California driver's license.

• Working Conditions - Typically moderately quiet but may be loud at times and at some locations.
