Position Description

Advertised Job Summary

Under limited supervision, provides leadership, planning, coordination, budget management, and operational oversight for maintenance and operations at the University of South Carolina Health Science Campus (HSC). The position reports to the Director of Services and manages Health Science Campus maintenance operations, maintenance planning, preventive and corrective maintenance coordination, AiM CMMS utilization, work order accountability, inspections, customer service, and reporting. The position supervises the comprehensive campus maintenance operations team consisting of a Quality Control Manager, Maintenance Supervisor, Crew Lead, two Maintenance Technicians, and an HVAC/Controls Technician.

This position serves as the primary facilities operations liaison for the Health Science Campus and coordinates with building occupants in all HSC buildings, Facilities leadership, project managers, contractors, vendors, custodial contractors, in-house landscape staff, Environmental Health and Safety, and other University departments. The position manages the annual budget for maintenance operations, capital renewal/refurbishments, capital replacements, and ensures labor hours, material costs, building-related costs, and all expenditures are tracked through AiM and supporting fiscal processes.

The position is responsible for both the campus and building-level maintenance operations and coordination for systems including HVAC, controls, electrical, plumbing, life safety, emergency generator systems, automatic transfer switches, emergency power panels, high-voltage service coordination, building envelope, site conditions, and related infrastructure. The position coordinates closely with the Central Utility Plant team regarding chilled water to the Health Science Campus, including planned outages, unplanned interruptions, issue escalation, occupant communication, and service restoration updates.

Job Related Minimum Required Education and Experience

  • Requires a bachelor's degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of certification, training, education and/or experience.

Required Certification, Licensure/Other Credentials

  • Valid driver's license required.

Preferred Qualifications

  • Bachelor's degree in facilities management, engineering, construction management, business/public administration, or a related field and 8 or more years of progressively responsible experience in facilities maintenance operations, maintenance planning, building systems coordination, or construction turnover.
  • Experience in academic, research, healthcare-adjacent, laboratory, or high-visibility institutional facilities preferred.
  • Experience supervising maintenance personnel, using AiM or a similar CMMS, managing budgets, coordinating capital renewal/refurbishment and replacement planning, overseeing custodial contractor quality, and coordinating landscape inspections/projects is preferred.
  • Certified Educational Facilities Manager (CEFP) or Certified Facilities Manager (CFM) are also highly desirable.

Knowledge/Skills/Abilities

  • Extensive understanding of preventive and corrective maintenance programs for complex institutional facilities, including HVAC, controls, plumbing, electrical, life safety, emergency power, building automation, and general building systems.
  • Proficiency with AiM or similar CMMS platforms, including work order management, PM compliance, labor and material cost tracking, budget reporting, and maintenance performance reporting.
  • Experience training staff in CMMS utilization and ensuring accountability for timely and accurate documentation of labor hours, materials, costs, expenditures, and work completion.
  • Skilled in managing annual maintenance budgets and supporting capital renewal, refurbishment, and replacement planning.
  • Experience coordinating with CUP personnel regarding chilled water and steam outages affecting assigned buildings, while recognizing that CUP operations and maintenance are not direct responsibilities of this position.
  • Familiarity with emergency generators, automatic transfer switches, emergency power distribution, and high-voltage electrical coordination; high-voltage switching, testing, and maintenance must be performed by properly qualified personnel or contractors.
  • Strong leadership, communication, customer service, inspection, reporting, problem-solving, and team-building skills.
  • Understanding of safety practices, codes, regulations, lockout/tagout principles, PPE, and safe work practices in active facilities environments.
  • Skilled in coordinating preparation, response, communication, inspection, and recovery activities for hazardous weather and campus continuity events affecting the Health Science Campus, including storms, inclement weather, ice/snow, severe thunderstorms, tropical weather, flooding/water intrusion, and debris issues.

Responsible for managing Health Science Campus maintenance operations, preventive maintenance, corrective maintenance, maintenance planning, and work management. Establishes, reviews, and maintains planned and corrective maintenance schedules for assigned buildings and systems including HVAC, controls, electrical, plumbing, life safety, emergency power, building envelope, exterior/site-related conditions, and general building systems. Plans, inspects, verifies, communicates, and troubleshoots facility maintenance issues; assigns and prioritizes work orders; monitors backlog and recurring issues; ensures corrective measures are completed; and ensures all work is planned, delivered, documented, and completed safely, effectively, and in accordance with University standards, departmental procedures, and applicable codes and regulations. Ensures AiM is utilized as the CMMS for work orders, preventive maintenance, labor tracking, material usage, material costs, building-related expenditures, and maintenance reporting.

Assigns work based on employee capabilities, job classifications, service priorities, safety requirements, and building operational needs; reviews work assignments and performance; monitors labor hours and materials expended; provides direction, leadership, motivation, and on-the-job training; ensures accurate documentation of labor hours and materials in AiM; and promotes safe, productive, customer-focused, and cost-effective service delivery.

Responsible for custodial contractor oversight, landscape inspections, and quality control coordination. Oversees service quality for outsourced custodial services by coordinating inspections, reviewing contractor performance, documenting deficiencies, communicating service expectations, and following up on corrective actions. Coordinates with the Quality Control Manager for on-site inspections and reporting related to maintenance planning, custodial inspections, and landscape inspections. Coordinates inspections of landscape conditions, exterior appearance, hardscape conditions, irrigation concerns, plant health, litter, drainage concerns, and site issues maintained by in-house landscape staff. Provides coordination for landscaping projects, landscape maintenance initiatives, seasonal improvements, service enhancements, and corrective actions affecting the Health Science Campus. Coordinates inspections and follow-up actions for landscape project impacts, landscape maintenance initiatives, storm preparation, post-storm exterior inspections, debris concerns, hardscape/sidewalk impacts, and weather-related custodial or site appearance needs.

Communicates regularly with the Director of Services, building occupants, researchers, faculty, staff, students, Facilities leadership, contractors, vendors, custodial contractors, in-house landscape staff, project managers, EHS, IT, security/access control, Parking and Transportation as applicable, and other support departments. Provides prompt customer service, research issues, communicates status updates, gathers necessary information, gives maintenance guidance, coordinates service impacts, and escalates matters requiring leadership direction.

Responsible for managing and reporting on the annual budget for Health Science Campus maintenance operations, capital renewal/refurbishments, and capital replacements. Monitors and tracks expenditures, labor hours, material costs, service contract costs, repair costs, capital renewal/refurbishment needs, capital replacement needs, and other building-related costs. Uses AiM data and supporting financial information to prepare reports, identify cost trends, support budget forecasts, document unfunded needs, recommend priorities, and provide the Director of Services with accurate planning and decision-making information. Coordinates with business, accounting, procurement, project management, and Facilities leadership personnel to ensure resources are used effectively and expenditures are properly documented.

Supports construction turnover, commissioning, warranty tracking, and operational readiness for new or modified Health Science Campus facilities and systems. Participates in turnover walks, commissioning coordination, training coordination, punch list review, deficiency tracking, and operational readiness planning. Coordinates with project teams, commissioning agents, contractors, vendors, and Facilities stakeholders to support receipt and review of asset lists, O&M manuals, staff training documentation, warranties, spare parts/attic stock, as-builts, BAS sequences, emergency power documentation, high-voltage coordination points, and PM recommendations. Supports AiM setup and validates asset information, maintenance locations, PM requirements, warranty flags, and work order routing needs.

Responds to emergency maintenance situations as needed during and after normal business hours, including serving in an on-call capacity as needed, by communicating with Facilities personnel, the Director of Services, maintenance staff, USC Police Department dispatch, CUP personnel, contractors, utility representatives, or governing municipality representatives as appropriate. Coordinates response and communication for utility outages, chilled water or steam service interruptions, generator/emergency power events, HVAC failures, electrical issues, leaks, hazardous weather events, storms, inclement weather, ice/snow events, severe thunderstorms, tropical weather impacts, flooding/water intrusion, debris issues, life safety concerns, and other building operations emergencies. Coordinates pre-event readiness checks, site inspections, occupant communication, staffing coordination, post-event damage assessments, and follow-up maintenance actions as appropriate. Ensures leadership is notified when a utility or critical system is shut down or when an outage, weather event, or facility condition may affect occupants, research operations, academic activities, safety, or campus continuity. Performs other duties as assigned.
