EDUCATION AND EXPERIENCE:
Bachelor's Degree from an accredited four-year college or university in Construction Management, Engineering, Architecture, Facilities Management, or related field, or equivalent combination of education and experience.
Four (4) years of progressively responsible experience in construction management, engineering, facilities construction, capital improvements, or related fields.
Two (2) years of management or supervisory experience. Construction, engineering, or facilities-related experience may be substituted for education requirements on a one-for-one basis.
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY:
Assists the Senior Director of Construction Management & Engineering (SDCM&E) in the operational management, coordination, implementation, and execution of North East Independent School District (NEISD) bond-funded capital improvement, maintenance, and operations (M&O) facility projects. Supports daily construction management operations associated with project implementation, contractor coordination, field operations, inspections, scheduling, commissioning, occupancy, warranty administration, and project closeout activities. Serves as an Owner Representative for assigned projects during construction implementation and works closely with contractors, subcontractors, testing agencies, consultants, campus administrators, Facilities Maintenance & Operations (FM&O), instructional technology personnel, security personnel, and other District departments to support successful project execution. Assists the SDCM&E in overseeing project management personnel, field coordination activities, contractor performance, operational continuity planning, emergency response coordination, and construction-related support services necessary to deliver projects safely, on schedule, within budget, and in accordance with approved construction documents and District standards. Supports the Executive Director and SDCM&E in advancing the District's capital improvement goals, stewardship initiatives, operational priorities, and long-range facility objectives.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
Supports implementation of construction activities associated with new construction, renovations, infrastructure upgrades, and facility improvements.
Coordinates construction implementation activities with contractors, subcontractors, testing agencies, commissioning agents, consultants, campus administrators, and District departments.
Reviews construction activities to ensure compliance with approved plans, specifications, District standards, safety requirements, and applicable codes.
Assists in monitoring contractor performance related to quality, schedule, safety, staffing, phasing, and contractual compliance.
Assists in identifying and resolving construction conflicts, delays, field issues, and operational impacts affecting project delivery.
Coordinates construction phasing, utility shutdowns, occupancy transitions, temporary facilities, and campus operational continuity activities.
Conducts and/or oversees project meetings including pre-construction meetings, progress meetings, coordination meetings, safety meetings, and closeout meetings.
Assists in administration of construction management software systems and project documentation platforms.
Reviews contractor pay applications, proposal requests, requests for information (RFIs), contingency expenditures, and change orders for compliance and accuracy prior to recommendation for approval.
Reviews project budgets, expenditures, schedules, contingency usage, and cost control activities.
Supports project closeout activities including substantial completion inspections, punch list completion, owner training, commissioning, occupancy coordination, and final acceptance procedures.
Assists in overseeing building systems commissioning, MEP operational integration, warranty coordination, and post-occupancy support activities.
Ensures Test, Adjust, Balance, and Commissioning (TAB/Cx) activities are properly coordinated and completed.
Coordinates furniture, fixtures and equipment (FF&E), instructional technology integration, move-in activities, and operational readiness for completed facilities. [RR1.1]
Assists in administration of warranty programs for completed facilities, infrastructure systems, and equipment.
In the absence of the SDCME coordinates emergency construction response activities associated with infrastructure failures, life safety concerns, weather events, and operational emergencies.
With the SDCME, provides technical construction support and field coordination associated with active projects and infrastructure systems.
Coordinates closely with Facilities Maintenance & Operations (FM&O) personnel to ensure integration of construction activities and operational requirements.
Works with senior staff to resolve construction claims, disputes, delays, and contractor performance issues.
Maintains effective working relationships with contractors, consultants, municipal agencies, permitting authorities, utility providers, testing laboratories, and regulatory agencies.
Assists in establishing workload priorities, project assignments, schedules, and performance expectations for assigned personnel.
Ensures NEISD safety, security, environmental, and risk management practices are enforced at all times.
Represents NEISD with the highest ethical standards and conducts oneself in a professional manner.
Maintains confidentiality of information.
Reports to work on time every day.
Performs additional duties and accepts other responsibilities as assigned.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to sit; climb or balance and stoop, kneel, crouch, or crawl. The employee is occasionally required to lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to focus. The employee is frequently required to drive District vehicles in the performance of assigned tasks.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is frequently exposed to moving mechanical parts, fumes, or airborne particles, toxic or caustic chemicals, outside weather conditions, extreme cold, extreme heat and risk of electrical shock. The noise level in the work environment is usually loud.
