    Definition

    Under direction of the County Park Superintendent, assists in the administration of a comprehensive maintenance and development program for a geographical division of a large park system or a small or medium sized park system including parks and/or reservations, assists in the direction of employees engaged in carrying out maintenance programs, assists in the preparation of budget requests and assists in the administration of an approved budget, assists in the development and submission of plans for park rehabilitation and improvement as directed; does related work as required.

    Requirements

    Education

    Graduation from an accredited college or university with a Bachelor's degree with a major course of study in horticulture, forestry, civil engineering, landscape architecture, park planning, park management, forest recreation management, conservation, natural resource management, earth sciences or environmental sciences.

    Experience

    One (1) year of management experience involving planning the care and maintenance of large tracts of ground, including the planting and care of shrubbery and flowers, the maintenance of public recreation facilities and the preparation and administration of budgets.

    NOTE: Possession of a masters degree in any of the above fields may be substituted for the one (1) year of work experience.

    License

    Appointees will be required to possess a driver's license valid in New Jersey.

    Examples of Work

    Midlevel project management, including program services such as administrative oversight of the Veterans Cemetery, the County Park system's Community Forestry Management Plan, and acquiring and executing the necessary grant funding to replace aging playgrounds/structures.

    Handling all compliance requirements resulting from loss control visits, MSDS logs, athletic field maintenance, etc.

    Property development including habitat restoration and enhancement, future land acquisitions, etc.

    Assists in planning and supervising a variety of maintenance and repair programs at park and/or reservation facilities.

    Gives suitable assignments and instructions to assigned employees.

    Assists in preparing and carrying out an effective safety program for assigned personnel.

    Assists in the preparation of budget estimates and supporting exhibits and materials, requisitions, receives accounts for, stores and issues materials, and supplies.

    Assists in the recommendations of the selection of specified equipment for maintenance of parks.

    Attends conferences relevant to expediting various field operations.

    Participates in the preparation of specifications.

    Plans for park improvement including structures, play field installations, and roadways.

    Supervises the work of foreman and other employees engaged in maintaining and/or repairing and/or installing roads, paths, walks, drainage equipment, lawns, play fields, and fences.

    Supervises and works with foremen and other employees engaged in repairing park buildings, landscaping extensive park areas, maintenance of lawns and trees, and the care and maintenance of related park equipment.

    Assists in administering geographical division of a park system in a manner that reflects sound budgetary practice and efficient use of assigned personnel.

    Insures the proper use and care of needed equipment, materials, and supplies.

    Keeps needed records of personnel, equipment, materials, work done, and time spent.

    Assembles public recreational use data.

    Compiles and analyzes statistics used in developing public recreational facilities.

    Assists in preparing and administering federal and state assistance programs relating to open-space land acquisition, facility development, and beautification.

    Prepares and presents lectures and talks.

    Develops promotional materials concerning county parks for the general public.

    Supervises the establishment and maintenance of needed records and files, and prepares suitable reports.

    May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

    Knowledge and Abilities:

    Knowledge of the equipment and methods used in caring for park facilities.

    Knowledge of the operation of varied types of park machinery.

    Knowledge of the public uses to which parks and property are put.

    Knowledge of sound budgetary practices.

    Knowledge of effective park planning techniques.

    Ability to give suitable assignments and instructions to employees.

    Ability to provide technical advice and direction when difficult and unusual problems arise.

    Ability to see that reasonable standards of workmanship and output are maintained and that desired objectives are achieved.

    Ability to work harmoniously with associates, citizens, and others using the park facilities.

    Ability to supervise the planting and care of trees, shrubbery, and flowers.

    Ability to prepare suitable reports and to supervise the establishment and maintenance of needed records and files.

    Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

    Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as
