Job Summary and Qualifications The Assistant Controller directs the financial reporting, accounting, payroll, and accounts payable functions for the organization and its subsidiaries. Supports the finance division in maintaining sound financial policies and internal controls. Directs the accounting staff in the preparation and distribution of timely and accurate financial statements. Oversees accounts payable and payroll activities, ensuring proper internal controls and procedures. Coordinates external financial statement audits and Uniform Guidance audits. Provides leadership, support, guidance, and direction to a cross-functional accounting team. Develops and prepares financial reports, including balance sheets and statements of operations. Provides detailed written summaries of financial results to Senior Leadership, including variance analysis. Prepares board and committee materials. Performs technical accounting research and ensures GAAP compliance. Oversees fixed asset accounting and maintenance of property ledgers. Ensures Oracle software files are updated and properly maintained. Works closely with Materials Management, Purchasing, and Human Resources departments. Oversees the preparation and timely reporting of quarterly and annual bond covenants. Supports data requests for bond rating agencies. Directs preparation of various external financial reports. Completes periodic review of intercompany transactions. Oversees accounting function for affiliates, ensuring GAAP compliance. Assures accurate and timely preparation of Federal and State income tax returns. Verifies audit schedules for accuracy and prepares lead schedules and audited financial statements with accompanying footnotes. Assists in preparation of operating and capital budgets. Directs continuous process improvement initiatives. Implements and maintains internal controls. Monitors and records investment activity. Collaborates with Director of Reimbursement on accounting and reimbursement challenges. Directs the external audit of the defined benefit pension plan and retirement savings plan. Assists with acquiring insurance coverage and completes annual renewal for self-insured workers compensation plan. Informs Executive Director of Finance/Controller of challenges / opportunities / issues affecting the finance area. Works on and completes other duties and special projects as required by the Executive Director of Finance/Controller. Interview and selection and onboarding of new team members. Ensures strong communication of team roles, responsibilities, scope of authority and identifies areas for training, development and succession planning. Actively manages performance of team through on-going coaching, discipline and annual performance evaluations and corresponding merit increases. Prepares departmental budget and works within established budgetary guidelines. Makes recommendations and participates with administration in major changes in staffing and services provided by the department. Reviews specifications and coordinates the purchase or replacement of equipment and material. Participates as needed in emergency management initiatives. Ensures confidentiality of financial information. Performs similar or related duties as assigned or directed.
