1 | P a g e Updated 2024 Assistant City Engineer Public Works Department Engineering Division DEFINITION Under direction of the City Engineer performs tech nical and supervisory work relating to the activiti es of the Engineering Division engineering project lead for city divisio ns including Streets Water Sewer Solid Waste an d Water Pollution Control and other divisions outside of public work s. The Assistant City Engineer is an engineering manag er with technicalprofessional responsibility for c omplex and broad public works and development projects. T he Assistant City Engineer performs difficult and o ften complex support functions related to the programs a nd activities of the Engineering Division. The posi tion requires discretion initiative and interaction wit h city county state and federal agencies enginee ring and construction firms private individuals and develop ers and elected officials. ESSENTIAL JOB FUNCTIONS • Lead the design construction and inspection of ca pital improvement projects including streets storm water transfer station water sewer and other public wor ks utilities projects. • Prepare reports specifications construction plans construction schedules and designs for projects. • Performs design work and reviews design work done b y consultants solves engineering and technical pro blems as required. • Makes field inspections to ensure proper quality an d quantity of work. • Oversees the implementation of QAQC standards in t he development and delivery of capital projects an d engineering services. • Ensures adherence to safety standards. • Confers with and advises other City staff on proble ms related to the design construction maintenance and operation of public works structures grounds and f acilities Works with other divisions to provide te chnical engineering assistance • Provide leadership that prioritizes public safety sustainability engineering best practices and the Vision Mission and Values defined within the City of Norfo lk Strategic Plan. • Responsible for the implementation of public safety standards in the design construction and maintenan ce of public infrastructure. • Oversee the maintenance and updates of plans maps Graphic Information System GIS and all other ma terials related to public works infrastructure records to e nsure all record drawings and as-built information for public works infrastructure is incorporated into the GIS s ystem CADD maps and other documents as necessary. • Direct and participate in the review of zoning requ ests preliminary and final plats building and uti lity permits planned developments and other related material for compliance with City Codes public safety and engi neering standards and policies • Coordinate and assist in the development and implem entation of design standards specifications polic ies and permitting procedures relevant to the Engineeri ng Division and Public Works department. 2 | P a g e Updated 2024 • Assist with the implementation of City Ordinances a nd other Federal State and City regulations that specifically delegate authority to the City Enginee r or apply to the engineering functions of the City operations. • Develop Subdivision Agreements for review by the Ci ty Engineer • Prepare or direct the preparation of maps plans e ngineering estimates creation ordinances and asse ssment ordinances for improvement and extension districts for street storm water sidewalks water distribut ion and sewer collection systems. • Assist in the preparation of city council agenda pa cket items including but not limited to resolution s ordinances agenda items and research memos pertain ing to Engineering matters. • Prepare complex staff reports and research on Engin eering Division related topics • Prepare and present information and reports in both verbal and written format to the City Council Cit y Management other agencies or the public as assigne d. • Establish and maintain a good working relationship with other agencies departments and administration . Collaborate with other interest groups to provide t echnical assistance for specialized projects. • Serve as Project Manager for various special projec ts. • Collaborate with other City staff divisions and d epartments for the annual preparation and maintenan ce of the Capital Improvement Plan for the City. • Aid in the preparation submittal and administrati on of the Engineering Divisions and Stormwater Divi sion operating and capital budgets. • Participate in the comprehensive short and long ran ge planning for City growth and maintenance. • Administer the Citys Municipal Separate Storm Sewe r System MS4 program. • Answer inquiries related to engineering and handle public relations pertaining to the Engineering Divi sion to include but not limited to research technical pr esentations public speaking etc. • Prepares or contributes to grant proposals for City projects and oversees administration of grant fund s • Perform all other related duties as deemed necessar y. Technical Skills • Substantial knowledge of civil engineering principl es and practices applied in municipal infrastructur e. • Knowledge of principles and practices for project m anagement and staff supervision development. • Knowledge of principle and practices of various con struction methods and procedures and pertinent Fed eral State and local laws codes and regulations. • Experience with AutoCad 3D Blue Beam and GIS softw are strongly recommended. • Ability to calculate engineering formulas including but not limited to grading flow calculations pa vement design • Ability to apply advanced mathematical concepts suc h as exponents geometry and trigonometry. • Ability to apply mathematical operations to such ta sks as frequency determination of test reliability and validity analysis of variance correlation techniques sampl ing theory and factor analysis. Reasoning Ability • Ability to apply principles of logical or scientifi c thinking to a wide range of intellectual and prac tical problems. • Ability to deal with nonverbal symbolism formulas scientific equations graphs musical notes etc. in its most difficult phases. • Ability to deal with a variety of abstract and conc rete variables. TRAINING EDUCATION EXPERIENCE AND QUALIFICATION Bachelor degree in Civil Engineering or related fie ld. Four 4 years of progressively responsible experie nce and with an emphasis in water resources environmental engineer ing transportation construction management munic ipal utility engineering design and construction or an equivalen t of education and experience may be acceptable. Be registered as a Professional Engineer PE by th e State of Nebraska or be a licensed PE in another state and eligible for a Nebraska PE license through reciprocity registrat ion.
