DESCRIPTION

Under general supervision of the City Engineer, the Assistant City Engineer will be responsible for daily activities in management, assessment, and plan review of Capital Improvement Program (CIP) as well as construction inspections. The Assistant City Engineer will coordinate the operations of assigned staff, on identification and design of projects and assist with evaluating the impact of development on existing infrastructure. This position will work closely with the City Engineer, Director of Public Works and Assistant Director of Public Works, in assessing and evaluating engineering design needs for long-range planning.

EXAMPLES OF DUTIES

• Provide professional engineering expertise in the design and construction of CIP projects.
• Review, evaluate and approve a variety of engineering and construction documents, including drawings, plans, designs, contract documents, technical specification, cost estimates, environmental documents and reports.
• Oversee planning and implementation of the CIP from planning, concept, design, construction to record keeping in CAD and GIS.
• Assist with managing the administration of engineering agreements and construction contracts as well as negotiating and recommending change orders.
• Provide directions to consultants and contractors regarding the review and approval of plans, construction specifications, details, and reports for Capital Improvement Projects.
• Evaluate, coordinate and respond to technical inquiries from staff, consultants, developers and contractors.
• Investigate and respond to inquiries and complaints; review CIP plans for compliance with City standards.
• Supervise staff, which includes prioritizing work and projects; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions or recommendations.
• Assist with managing and participating in the development of the division's budget.
• Assist with preparations of special engineering studies and reports; conduct comprehensive studies for planning future expansions including streets, utilities, flood control systems and other public works projects.
• Prepare analytical and statistical reports on engineering operations and activities.
• Assist with the management and enforce floodplain regulations for the City of Anna.
• Travel to and attend meetings, conferences and training.
• Assist with establishing and coordinating a variety of special projects to improve the efficiency and effectiveness of engineering programs, provisions, processes, and procedures.
• Perform any other duties as assigned.

TYPICAL QUALIFICATIONS

Bachelor of Science degree in Engineering, Engineering Technology, Mathematics, or other science approved by the Texas Board of Professional Engineers, plus 6 years related experience and/or training or equivalent combination of education and experience.

Must possess Basic: Database, Spreadsheet, Word Processing/Typing skill.

Must possess a Professional Engineering License in the State of Texas.

Must be familiar with AutoCAD and GIS.

Must possess a valid Class "C" Driver's License at the time of employment.

Must pass a pre-employment drug screen, criminal background check and MVR check.

SUPPLEMENTAL INFORMATION

Regular use of highly complex machines and equipment; specialized or advanced software programs.
