Assessment Technician ISC - PAY GRADE 6
DUTIES AND FEATURES OF THE CLASS
The employee in this position performs specialized clerical work. The work requires the exercise of judgment, tact, and courtesy in dealing with the public. Primary responsibilities include but not limited to:
- Processing and reviewing assessment records
- Assisting in assessment tax roll preparation
- Applying and explaining regulations, practices, and procedures to the public
In general, the employee works on an independent basis, performing various tasks within their area of specialization as well as other general office duties as needed. Work is performed under general supervision and is reviewed periodically for accuracy.
EXAMPLES OF WORK
- Processes property transfers by reviewing recorded ownership documents, verifying grantors name, address, and property description against existing records.
- Reviews declarations and calculates percentage of ownership.
- Identifies and investigates errors made in the property transfer process.
- Identifies and resolves issues related to title or legal description.
- Posts changes in ownership from tax releases.
- Updates and maintains records related to appraisal values, sales, property splits, combinations, and revisions, address changes, and new building permits while requiring speed and a very high degree of accuracy.
- Assists the public by answering routine questions relating to the title of property, property descriptions, and identification of tax map parcels.
- Assists with annual and supplemental billings.
- Assists with customer and public complaints and answers general assessment-related questions.
- Performs clerical tasks such as answering phones, typing, filing, and mailing correspondence.
- Initiates action to resolve complaints or discrepancies concerning assessment records.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the methods, procedures, policies, and techniques of the Assessment Department.
- Knowledge of legal documents applying to the purchase, lease, sale, and transfer of real property.
- Working knowledge of assessment data entry operations.
- Ability to make mathematical calculations and tabulations rapidly and accurately.
- Ability to make decisions recognizing established precedents, practices, and systems in the assessment field.
- To use judgment, resourcefulness, and tact in meeting new problems.
- Ability to understand and follow oral and written instructions.
- Ability to establish and maintain effective working relationships with representatives from other agencies, staff, department heads, and general public.
QUALIFICATIONS
- Minimum High School diploma or G.E.D. with emphasis on office practices or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
- Excellent customer service skills.
- Minimum of one-year experience in the Assessment Clerk position or any equivalent combination of education or experience.
- Proficiency in Microsoft Office (Word, Excel, and Outlook) are required.
