Area Manager
 

Job Summary
The Area Manager/Shift Supervisor Journeyman serves as the on‑site lead for daily operations, safety, and mission readiness of the Internal Revenue Building in Memphis, TN. This role oversees preventive maintenance, emergency response, and facility repair projects while ensuring full compliance with the Performance Work Statement (PWS), federal safety standards, and budget requirements. The position emphasizes strong technical oversight, effective team leadership, and high‑quality service delivery for federal tenants.
 
Key Responsibilities
Operations & Strategy
 
Lead site operations to meet federal High‑Performance Building standards
Identify risks and implement contingency plans to ensure uninterrupted operations
Oversee preventive maintenance, recurring services, and above‑standard projects
Align site activities with contract objectives and long‑term asset strategies
 
Technical Oversight & Performance
 
Direct daily work of engineering and maintenance staff
Utilize BAS to optimize HVAC performance, energy use, and indoor air quality
Ensure accurate NCMMS data for preventive and corrective maintenance
Conduct quality inspections of systems, spaces, and building infrastructure
 
Financial & Resource Management
 
Track labor, materials, and site‑level costs
Support SOW development and technical evaluation of subcontractors
Optimize staffing, tools, and inventory to maintain efficiency
 
Leadership & Safety
 
Train, mentor, and evaluate staff performance
Promote a strong safety culture through regular training and oversight
Manage staffing schedules and ensure compliance with HSPD‑12 requirements
 
Stakeholder & Vendor Coordination
 
Serve as primary contact for federal property managers and tenants
Oversee subcontractor performance and safety compliance
Support reporting and presentations to government and corporate leadership
 
Compliance & Reporting
 
Ensure compliance with OSHA, NFPA, EPA, and PBS standards
Maintain audit‑ready certifications, permits, and documentation
Deliver accurate, timely contract reports and deliverables
 
Required Qualifications & Competencies
 
·       10+ years in facilities O&M management, including 4+ years in a supervisory role; federal contracting experience preferred
·       Journeyman trade license; BOC I; OSHA 30; NFPA 70E; severe-weather response experience; Tier 1 QC and 15‑day deferral authority
·       Strong knowledge of MEP systems, fire life safety, and energy management
·       Proficient in NCMMS (e.g., Maximo), BAS, and Microsoft Office (Word, Excel)
·       Strong written and verbal communication skills for federal environments
·       Ability to pass a federal background investigation
 
 
FLSA Classification:
This position is exempt under the FLSA and not eligible for overtime pay.
