Duties Description As an Architect 1, you will perform professional architectural work in the planning, design, or technical review of drawings and related details for the creation, construction, rehabilitation, or restoration of buildings within the agency's portfolio of historic sites. The position will additionally serve as Park's Agency Preservation Officer (APO).

Per section 14.09 Part 426.1 of the NYS Historic Preservation Act of 1980, Agency Preservation Officers (APO) are established within state agencies for the purposes of implementing the provisions of the Act, which effectively states that state agencies must comply with the Act through consultation with the Division for Historic Preservation (DHP) when an undertaking involves state funding, licensing, or permitting. The purpose of the Act is to minimize impacts to historic resources through design review, exploration of alternatives, or mitigation.

Duties may include, but are not limited to:

• Work directly with the greater agency, including the Capital Division, DESP and particularly the regions, to ensure agency compliance with the State Historic Preservation Act.
• Participate in scoping of capital projects at the request of the Capital Division and advise on design, with the goal of avoiding or minimizing potential impacts to historic resources.
• Assist with SEQRA and other regulatory reviews with Division for Environmental Stewardship and Planning including coordination on agency comprehensive planning efforts at sites and parks.
• Work directly with Regional Directors, Historic Site Managers, and Capital District Managers to compile a multi-year capital plan for historic sites; establish funding priorities for historic sites; work directly with managers to scope and design capital projects at historic sites.
• Work directly with Regional Directors and Historic Site Managers to establish an ongoing maintenance program for historic sites; advocate and secure funding for maintenance projects at historic sites with DHPs senior leadership team.
• Supervise staff to identify NYS Parks historic resources through resource surveys and individual evaluations of park lands; keep data current through the CRIS database and make information available to OPRHP staff and regions.
• Supervise staff to evaluate archeological sensitivity of park lands; strengthen and refine archeological sensitivity mapping.
• Conduct training programs for staff and the public about technical standards/treatment recommendations.
• Work with the DHP Community Preservation Unit and the Parks Public Affairs Bureau to curate public information about the history of the agency, parks, and sites.
• Serve as the primary contact for tribal consultation within Parks and Sites.
• Actively participate and make recommendations on agency climate resiliency priorities; serve as the DHP representative on the Climate Change Action Committee.
• Coordinate with Parks' Code Compliance Unit to ensure compliance with requirements and agency goals related to safety and accessibility.

NY HELPS or 55-b/c Qualifications:

Reassignment Qualifications:

Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Architect 1; if you have less than one year, you must be reachable on the current Architect 1 eligible list for this location.

Provisional Qualifications:

In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the same minimum qualifications as listed under NY HELPS Qualifications.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

70.1 Transfer Qualifications:

Candidates must have one year of permanent or contingent-permanent qualifying service as a Facilities Planner 2, SG-23 OR a Professional Engineer 1 (Civil/Construction), SG-24, AND you must possess a New York State Architects license and current registration at the time of appointment. Only the titles listed are eligible for transfer.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion (NCP) to the position of Architect 1 in one these locations: Trumansburg or Alexandria Bay.

A permanent appointment may be made via NCP of an applicant from the established promotion field who meets the positions minimum qualifications if all requirements of an NCP are met. Said requirements include that there three or fewer qualified candidates from within the promotion field interested in the position who meet the promotion minimum qualifications.

The promotion field for Architect 1 position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as Assistant Architect AND must possess a New York State Architects license and current registration at the time of appointment.

Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Architect 1 promotion exam.

Additional Comments PREFERRED QUALIFICATIONS:

• Minimum eight years of experience in the rehabilitation, adaptive use, reconstruction and/or restoration of historic properties.
• Well versed in the Secretary of the Interior Standards for the Treatment of Historic Properties.
• Strong knowledge of the federal and state Historic Preservation Acts and SEQRA.

OPERATING NEEDS:

• Must possess and maintain a valid driver's license that allows the candidate to operate a vehicle in New York State as a term and condition of employment.
• Continued employment as an Architect 1 is dependent upon maintaining a New York State Professional Architects license and current registration. Failure to maintain this license with current registration will result in removal from the position.
• Knowledge of current New York State Building Codes a plus.
• Work schedule may vary depending on agency needs and project completion dates.

SALARY INFORMATION:

Thousand Islands (Jefferson County):

Starting salary is $102,406. The salary indicated includes the sum of the statutory hiring rate for PS&T Grade 24 ($95,406), and the Geographic Pay Differential ($7,000). Similarly, the job rate posted ($127,439) is a combination of the statutory job rate for PS&T Grade 24 ($120,439), and the Geographic Pay Differential ($7,000).

• NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
