1. Overview.
The Contractor shall provide Information Technology (IT) staff augmentation services to support the
Department's Office of Information Technology (Client), in a multiyear effort encompassing several key
projects related to the transition from the Florida Accounting Information Resource Subsystem (FLAIR) to
the Florida Planning, Accounting, and Ledger Management (PALM) system. Although the project is a
multiyear effort, the term of this agreement will end on the date specified in Attachment 2, Section 3, PO
Renewals, unless renewed or terminated earlier. The Contractor must provide the qualified Applications
Development Analyst(s) proposed in its Response, and selected by the Department, who has/have the
experience and ability to fulfill the requirements of this Statement of Work (SOW).
Contractor Responsibilities.
a. Applications Development Analyst Task List. The Contractor, through the Contractor Representative
it provides, shall perform the following tasks as necessary to complete work for the Client as assigned by
the Department's Contract Manager:
1. Work closely with customers, business analysts, and the Client team members to understand business
requirements that drive the analysis and design of quality technical solutions, and make
recommendations based on that understanding.
2. Align technical solutions with business and IT strategies and comply with the Department's
architectural standards.
3. Perform work involved in the full systems life cycle of projects relating to the transition from FLAIR
to PALM .
4. Design, code, test, implement, maintain, and support applications software that is delivered on time
and within budget.
5. Make recommendations towards the development of new code or reuse of existing code.
6. Assist in systems analysis and design, including having a solid understanding of development, quality
assurance, and integration methodologies in order to do so effectively.
Mandatory Qualifications
"Bachelor's Degree in Computer Science, Information Systems or other related field,
or equivalent work experience. "
A minimum of two (2) years of programming/systems analysis experience.
Experience working closely with customers, business analysts, and team members to understand and document business requirements that drive the analysis and design of quality technical solutions.
"Experience aligning technology solutions with business and IT strategies and
complying with the organization's architectural standards. "
Experience in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining, and supporting applications software that is delivered on time and within budget.
"Experience making recommendations towards the development of new code or
reuse of existing code. "
"Experience in systems analysis and design with a solid understanding of development,
quality assurance, and integration methodologies. "
Excellent communication and documentation skills in the English language.
