At a minimum, the Vendor shall:

• Administer and maintain the MuleSoft Anypoint Platform, including CloudHub, Runtime Manager, API Manager, and Exchange, ensuring platform stability, availability, and performance.
• Monitor integration runtimes, Mule applications, and API endpoints; proactively identify and resolve issues to minimize downtime and service disruption.
• Manage platform access controls, user roles, and permissions in alignment with Agency security policies and least-privilege principles.
• Support the deployment and promotion of Mule applications across development, testing, staging, and production environments using CI/CD pipelines.
• Assist in the design, development, and maintenance of integration flows and APIs connecting FX and Medicaid systems with internal and external data sources.
• Design, develop, test, and deploy Mule applications and APIs using Anypoint Studio.
• Lead or support the migration of legacy Oracle Service Bus (OSB) integrations — including proxy services, pipelines, business services, and transformation logic — to the MuleSoft Any point Platform.
• Analyze existing Oracle OSB/SOA Suite integrations to determine migration approach, by preserving functional changes immune for downstream consumers.
• Configure and manage API gateways, policies, and SLA tiers to enforce security, throttling, and usage governance standards.
• Collaborate with development and architecture teams to troubleshoot integration failures, review logs, and perform root cause analysis.
• Maintain platform documentation including environment configurations, runbooks, deployment procedures, and API inventories.
• Coordinate with MuleSoft/Salesforce and Agency IT staff on platform upgrades, patches, and licensing requirements.
• Support data mapping and transformation logic within MuleSoft flows using DataWeave as needed.
• Participate in on-call or escalation support rotations for critical integration incidents as directed by the Agency.
• Adhere to Agency IT standards, change management processes, and HIPAA/HITECH data security requirements at all times.

Required Knowledge, Skills & Abilities

• 4–6 years of IT experience with at least 3 years of hands-on MuleSoft Anypoint Platform administration.
• Proficiency with Anypoint Platform components including CloudHub, Runtime Manager, API Manager, and Anypoint Exchange.
• Working knowledge of RESTful and SOAP API design, HTTP/S protocols, and common integration patterns.
• Experience with DataWeave for data transformation within MuleSoft flows.
• Familiarity with CI/CD tools (e.g., Jenkins, Azure DevOps, GitHub Actions) and automated deployment of Mule applications.
• Understanding of API security practices including OAuth 2.0, JWT, mutual TLS, and API policy enforcement.
• Basic knowledge of cloud infrastructure (AWS or Azure) and hybrid deployment models.
• Experience working in environments subject to HIPAA, HITECH, or other healthcare regulatory compliance frameworks.
• Strong troubleshooting and analytical skills with the ability to read and interpret Mule application logs and diagnostic output.
• MuleSoft Certified Developer (Level 1 or Level 2) or MuleSoft Certified Platform Architect preferred; equivalent experience considered.
• Effective communication and documentation skills; able to work collaboratively with technical and non-technical stakeholders.
