Application Developer
Location: Remote — candidates must be located in the EST or CST time zones. Limited travel a few times per year may be required.
Ineligible locations: Residents of Alaska, California, Colorado, Delaware, Hawaii, Idaho, Maine, Montana, Nevada, New Hampshire, New York, North Dakota, Rhode Island, South Dakota, Vermont, Washington, and Wyoming are not eligible for this role.
Position Summary
We are seeking an Application Developer to design, develop, test, maintain, and support business-critical applications. This role works within a Scrum team to deliver project-based development while also supporting and enhancing existing production applications to ensure business continuity.
The ideal candidate is a proactive, curious developer who asks thoughtful questions, takes initiative, and enjoys learning new technologies. This position reports to the Director of Information Technology and may require Microsoft Domain Administrative Access.

Responsibilities
- Review, analyze, design, develop, test, debug, document, and maintain new and existing applications.
- Participate as an active member of a Scrum team, contributing to project delivery, sprint planning, development, testing, and continuous improvement.
- Maintain current applications and provide support for production systems to ensure business continuity.
- Develop scalable, high-performance applications using Java; contribute with Scala where applicable.
- Build responsive, user-friendly single-page applications using Angular and TypeScript.
- Develop and support internal and external API integrations using RESTful API best practices for security, scalability, and performance.
- Work with Oracle and Microsoft SQL Server databases, including database design, SQL development, query optimization, and troubleshooting.
- Participate in a rotating on-call schedule supporting production systems 24x7. The rotation includes one week as the primary on-call resource, followed by one week as the secondary resource, with rotations occurring monthly.
- Support after-hours software releases, including authoring change requests, preparing implementation plans, troubleshooting deployment issues, and driving issues through resolution.
- Collaborate with IT team members to resolve application performance, design, integration, and data-related issues.
- Write and maintain unit tests for Java, Scala, Angular, and TypeScript applications.
- Use Git for source code management and collaborative development.
- Support CI/CD pipelines and automated testing and deployment practices, including tools such as Jenkins.
- Follow security practices for web technologies and protocols, including HTTP, HTTPS, WebSockets, OAuth, and JWT.
- Maintain confidentiality when handling sensitive information and comply with applicable Medicare, Medicaid, HIPAA, private insurance, and organizational requirements.
- Maintain regular, dependable attendance and flexibility to meet department and production-support needs.
Qualifications
- 2–4 years of professional application development experience.
- Bachelor’s degree in Information Systems, Computer Science, or a related field, or an equivalent combination of education and experience.
- Experience developing applications with Java; Scala experience is preferred.
- Experience developing Angular 12+ applications using TypeScript.
- Strong Oracle database experience, including relational database design, SQL development, query optimization, and programming. Microsoft SQL Server experience is also preferred.
- Experience designing and developing RESTful APIs for internal and external integrations.
- Knowledge of the software development life cycle, Agile methodologies, and Scrum practices.
- Experience with microservices architecture, including independently scalable and maintainable services.
- Experience with Java or Scala web application frameworks such as Spring, Play, or Scalatra.
- Familiarity with CI/CD pipelines, automated testing, and deployment tools such as Jenkins.
- Familiarity with Docker and Kubernetes for application development, testing, and deployment.
- Strong troubleshooting, problem-solving, organizational, and time-management skills.
- Strong written and verbal communication skills, including the ability to create technical, user, and proposal documentation.
- Ability to work independently, manage multiple priorities, and succeed in a fast-paced environment.
- Demonstrated curiosity, initiative, and willingness to ask questions and learn.
