Job Summary (List Format):
- Develops Advanced Planning Documents (APDs) for the Medicaid Enterprise System (MES) and North Carolina Health Information Exchange Authority (NC HIEA).
- Prepares and reviews APDs and related documentation supporting MES planning, implementation, and operational activities.
- Drafts CMS submittal letters and ensures all materials comply with federal (CMS) expectations and guidelines.
- Translates complex technical and policy information into clear, accessible documentation.
- Collaborates closely with project teams, technical teams, vendors, and budget offices to produce well-structured and timely APDs.
- Provides detailed feedback on APDs and related documents to ensure quality and compliance.
- Engages and communicates effectively with stakeholders to gather requirements and facilitate document development.
- Utilizes project management, collaboration, and tracking tools (e.g., Microsoft Project Suite, MS Teams, Zoom) to coordinate work and track progress.
- Applies knowledge of Medicaid policies and government regulations to ensure compliance in grant proposals and documentation.
- Demonstrates strong writing, proofreading, and editing skills in high-pressure, deadline-driven environments.
- Manages multiple priorities/projects efficiently, employing excellent time management and organizational skills.
- Brings experience in procurement, budgeting, or accounting, especially within healthcare or health IT proposals.
- Possesses team-building skills and contributes to effective team collaboration.
- Preferred: Experience working with NC Medicaid, NC HIEA, and familiarity with health IT and health information exchange concepts.
