Job Summary

Supervise the daily workflow activities of the administrative and shelter staff and provide care to the animals at the Culpeper Animal Shelter.

Job Functions

ESSENTIAL JOB FUNCTIONS

  • Supervises the daily workflow and duties of the administrative and shelter staff. Coordinates daily work activities; implements work schedules; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; assists with complex/problem situations.
  • Assist with departmental compliance with applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations.
  • Responds to questions pertaining to the operation, County code and departmental procedures, etc.; acts as a liaison with other County and outside agencies etc.; performs public relations duties upon request, speaks to community groups.
  • Care for animals in the shelter. Feeds and bathes animals. Provides medications, vaccinates and de-worms animals. Provides fresh water. Checks the physical condition of animals. Ensures cages are locked. Cleans and disinfects animal shelter, floors, cages, kennels, and related equipment.
  • Oversees on and off-site adoption of animals at the Animal shelter and various other locations.
  • Maintains file system of various department files/records; shreds/destroys confidential or obsolete documents.
  • Maintains adequate inventory of office supplies and orders supplies as needed. Assist with stocking shelter supplies, animal food, kitty litter, and cleaning supplies.
  • Completes necessary paperwork for animal shelter duties to include treatment sheets, adoption paperwork, etc.
  • Euthanizes and disposes of animals as directed according to health and sanitary standards.

NON-ESSENTIAL JOB FUNCTIONS

  • Record lost and found information.
  • Perform various housekeeping tasks.
  • Performs related duties as required.

Qualifications

Education and Experience:

Education and experience equivalent to high school diploma supplemented with 4 years of professional experience working with animals and at least six (6) months of supervisory experience. At least one year of animal control training and basic law enforcement, preferred. Previous vet tech experience, preferred.

Special Qualifications:

Must possess and maintain a valid Virginia driver's license.

Must be able to obtain certification in euthanasia and firearms.

Must be bondable.

Must be capable of qualifying as sworn and appointed Deputy Animal Control Officer.

Must successfully pass a criminal history background check.

Knowledge, Skills, and Abilities:

  • Ability to supervise staff
  • Knowledge and ability to communicate organization's mission and vision and act as a role model to others
  • Considerable knowledge of practices, procedures, equipment, and techniques for caring for animals, administering medications, and maintaining shelter cages, equipment, and kennels
  • Knowledge of department operations and of general principles of animal control and related regulations
  • Ability to operate animal care equipment
  • Knowledge of occupational hazards and safety precautions related to the position
  • Ability to teach and follow safety standards established by the department, etc.
  • Ability to operate various office equipment such as fax, phone, etc.
  • Ability to work in a team environment
  • Ability to provide the highest level of customer service

PHYSICAL DEMANDS

This position classifies the physical exertion requirements as moderately demanding work. Must be able to lift, carry, pull, and pull heavy objects and materials weighing up to 50 pounds. Requires constant lifting, carrying, pushing, pulling, reaching, swatting, climbing, etc. Requires the ability to perceive and discriminate sounds, odors, colors, visual perception, and depths.

WORK ENVIRONMENT

Tasks may risk exposure to disease, aggressive animals, and noise extremes, and odors.

COUNTY OF CULPEPER BENEFITS

Full-time employees have access to a wide variety of benefits, including medical, dental, retirement, life insurance, optional life and disability insurance plans, flexible spending accounts, and a deferred compensation program.

RETIREMENT As a condition of full-time employment, each individual is enrolled in a retirement plan with the Virginia Retirement System that provides a monthly benefit to all retirees for life. VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans. The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan.

All individuals are required to contribute 5% of their gross salary to their retirement account each month as a condition of employment.

LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employees annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit. Additional coverage may be purchased.

MEDICAL INSURANCE The County offers two (2) medical plans: an HMO & an HSA.

DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents.

HOLIDAY/VACATION/SICK ACCRUALS The County follows the state calendar for paid holidays. Vacation and sick accrual depend on the agency, office, or department in which an individual is employed.

PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases. This does not apply to Culpeper Human Services.

SHORT TERM DISABILITY The County offers basic income protection in the event an employee is unable to perform the essential functions of his or her position. The County pays for this coverage for all VRS members.

LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan. This coverage is provided at no cost to all employees covered under the VRS Hybrid plan.

FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental, or vision expenses. The IRS regulates this program and runs concurrently with the benefit plan year.

DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. The IRS regulates this program and runs concurrently with the benefit plan year. Open enrollment is held annually.

DEFERRED COMPENSATION The County offers a 457 as another alternative to set aside money for retirement.
