We are seeking a
Joint Pole Analyst to support utility joint-use operations by researching, validating, and maintaining utility pole records and ownership information. The ideal candidate will have experience with utility GIS, joint pole environments, telecommunications infrastructure, or utility engineering, along with strong analytical and documentation skills.
This role supports joint pole operations by reviewing SAP, GIS, engineering, and Joint Pole Committee records, resolving buddy pole notifications, coordinating pole ownership updates, and ensuring compliance with Joint Pole Agreements and California utility standards.
Key Responsibilities
- Research and resolve assigned buddy pole notifications using SAP, GIS, SCJPC, engineering records, and supporting documentation.
- Verify pole ownership, attachment status, pole replacement activity, and removal requirements.
- Create and process Joint Pole Authorizations (JPAs) and related documentation supporting pole replacement, ownership changes, relinquishments, and removals.
- Maintain accurate SAP notifications, tracking tools, and supporting databases.
- Review utility records, field information, and engineering documentation to identify discrepancies and ensure data accuracy.
- Coordinate with Planning, Field Operations, Joint Owners, and Communication Infrastructure Providers (CIPs) to facilitate attachment transfers and buddy pole removals.
- Identify and escalate ownership discrepancies, unauthorized attachments, missing agreements, and other joint-use compliance issues.
- Perform desktop reviews and field validation of utility pole attachments and communication-space facilities.
- Document inspection findings, measurements, non-conformances, and corrective action recommendations.
- Support development and improvement of joint pole inspection standards, procedures, and quality practices.
- Ensure compliance with Joint Pole Agreements, CPUC requirements, Southern California Joint Pole Committee (SCJPC) standards, and Request for Access (RFA) requirements.
Required Qualifications
- High School Diploma or equivalent.
- Advanced Microsoft Excel skills, including data analysis, sorting, filtering, reporting, and reconciliation of large datasets.
- Experience with utility asset, infrastructure, or telecommunications records analysis.
- Knowledge of joint-use utility pole environments, including pole ownership and attachment arrangements.
- Experience performing desktop reviews and validating utility pole or communication infrastructure records.
- Understanding of California Public Utilities Commission (CPUC) General Orders, particularly GO 95.
- Ability to interpret Joint Pole Agreements (JPA), Pole License Agreements (PLA), Pole Use Agreements (PUA), and Request for Access (RFA) requirements.
- Strong analytical, troubleshooting, and problem-solving skills.
- Experience documenting inspection findings, field measurements, and corrective actions.
- Ability to work independently while supporting technical inspection and compliance activities.
- Strong written and verbal communication skills.
Preferred Qualifications
- Experience in Joint Pole Operations, utility engineering, utility compliance, telecommunications, or Outside Plant (OSP) environments.
- Familiarity with buddy pole remediation and utility pole replacement programs.
- Experience using SAP, GIS, SPIDA, SCJPC systems, or other utility asset management applications.
- Knowledge of Southern California Joint Pole Committee (SCJPC) standards and inspection practices.
- Experience developing inspection procedures, quality assurance, or compliance programs.
- Ability to identify unauthorized attachments, clearance violations, and communication-space compliance issues.
- Experience coordinating with utilities, municipalities, communication infrastructure providers, and third-party attachers.
Education
- High School Diploma or equivalent required.
