Analyst, Policy and Regulatory Affairs

POSITION OVERVIEW

The Analyst, Policy and Regulatory Affairs supports the company's policy and regulatory affairs priorities by monitoring, researching, and summarizing legislative, regulatory, administrative, and public-policy developments that may affect the LNG and natural gas business. The Analyst helps translate external developments into clear, fact-based information for internal teams and supports the preparation and coordination of policy positions, regulatory materials, and stakeholder engagement.

Working under the direction of the Manager, International Affairs and in close coordination with more senior team members, the Analyst conducts research, maintains issue and docket tracking, drafts briefing materials, and supports cross-functional projects involving regulatory, legal, commercial, operations, communications, sustainability, and government affairs. The role also assists with engagement involving government agencies, policymakers, trade associations, industry organizations, and other external stakeholders.

Success in this role means the team receives timely, accurate, well-organized research and work products; regulatory and policy developments are tracked consistently; and senior colleagues are supported with reliable analysis, meeting preparation, and project execution.

RESPONSIBILITIES AND ESSENTIAL DUTIES

• Monitor federal and relevant international legislative, regulatory, and administrative developments affecting LNG, natural gas, energy infrastructure, trade, environmental policy, energy security, and related company priorities.
• Research statutes, regulations, agency orders, rulemakings, guidance, permit proceedings, legislation, public comments, and other policy materials under the direction of senior team members.
• Maintain regulatory dockets, issue trackers, legislative calendars, stakeholder lists, deadlines, source files, and other internal reference materials.
• Prepare initial drafts of policy summaries, regulatory updates, briefing memoranda, talking points, stakeholder profiles, meeting summaries, presentations, and background materials.
• Support the development of company comments, filings, correspondence, and policy positions by collecting source materials, organizing input, checking citations, and coordinating reviews.
• Assist with analysis of how policy and regulatory developments may affect LNG projects, permitting, operations, markets, customers, contracts, supply chains, reputation, and business planning.
• Support meetings and engagement with government agencies, policymakers, regulators, trade associations, industry groups, think tanks, and other external stakeholders, including scheduling support, preparation, note-taking, and follow-up tracking.
• Coordinate with legal, regulatory, commercial, operations, communications, sustainability, and government affairs colleagues to gather information and support cross-functional policy and regulatory projects.
• Support the company's participation in trade associations, working groups, committees, conferences, and industry coalitions by tracking materials, preparing summaries, and monitoring follow-up actions.
• Help ensure policy and regulatory work products are accurate, concise, appropriately sourced, and completed by established deadlines.

KNOWLEDGE AND SKILLS

Knowledge:

• Foundational knowledge of U.S. government institutions, legislative processes, administrative law, and federal and state regulatory processes.
• Familiarity with energy policy, environmental policy, infrastructure permitting, natural gas, LNG, or related energy-sector issues.
• Basic understanding of how laws, regulations, agency actions, and public-policy developments can affect business operations, projects, markets, and corporate risk.
• Familiarity with legal and regulatory research sources, government websites, public dockets, legislative tracking resources, and agency publications.
• General understanding of the LNG value chain and the role of federal and state agencies in energy infrastructure development and oversight.
• Ability to learn unfamiliar policy and regulatory subjects quickly and identify reliable primary and secondary sources.
• Awareness of relevant international policy developments is helpful, but the principal focus of the role is policy and regulatory affairs.

Skills:

• Strong research and analytical skills, including the ability to identify authoritative sources and summarize complex information accurately.
• Clear and concise writing skills, with the ability to prepare well-organized drafts for review by more senior colleagues.
• Strong attention to detail, including citation accuracy, document quality, deadline tracking, and follow-through.
• Effective verbal communication and the ability to ask focused questions, receive feedback, and incorporate edits.
• Ability to organize multiple assignments, manage changing priorities, and complete work within established timelines.
• Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and common online research tools.
• Experience with Microsoft Copilot and other AI tools.
• Professional judgment and discretion when handling sensitive regulatory, political, commercial, and corporate information.
• Ability to work independently on defined assignments while collaborating effectively with colleagues and seeking guidance when appropriate.

EDUCATION AND EXPERIENCE

Education:

• Bachelor's degree in public policy, political science, government, economics, law, energy policy, environmental policy, business, communications, international relations, or a related field. Advanced degree or relevant graduate coursework is a plus but not required.

Experience:

• Three (3) or more years of relevant experience in policy, regulatory affairs, government affairs, legislative affairs, legal or regulatory research, energy policy, public administration, consulting, a trade association, a government agency, or a related field.
• Experience researching and summarizing legislation, regulations, agency actions, rulemakings, permits, or public-policy developments.
• Experience preparing clear written work products such as briefing notes, issue summaries, presentations, meeting materials, or research memoranda.
• Experience maintaining trackers, managing source materials, coordinating review comments, or supporting projects with multiple deadlines and contributors.
• Energy-sector experience is preferred; exposure to LNG, natural gas, energy infrastructure, environmental regulation, or related industries is a plus.
• Experience supporting engagement with government agencies, legislative offices, regulators, trade associations, industry organizations, or other external stakeholders is a plus.
• Experience working with cross-functional teams is preferred.

Expected to exercise sound judgment within assigned responsibilities, elevate significant issues promptly, protect sensitive information, and seek guidance on novel, material, or high-risk matters.
