About this Role

Are you an expert in facilitating virtual and in-person leadership courses? Do you have experience developing learning solutions leveraging educational technology tools? Do you want to lead transformational growth for statewide leaders? Then we are looking for you to join our team of Learning and Development professionals!

Under the general direction of the Supervisor II, the Analyst III is responsible for analyzing, designing, developing, implementing, and evaluating training programs as they apply to Statewide Talent Development. The Analyst III conducts research and facilitates learning to the State of California workforce through a variety of training programs and educational experiences for the Talent Development Unit.

Working Conditions

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Merit Salary Adjustment (MSA): Approximately every twelve (12) months depending on the position and based on performance, employees may receive a 5% salary increase until they reach the maximum salary of the position.

  • Describe a high-visibility, management-level, enterprise or statewide learning program you prepared and facilitated in an in-person, virtual, or hybrid setting. Explain how you engaged a complex or diverse audience, managed the environment, and assessed the effectiveness of your facilitation.
  • Describe a learning solution you designed, delivered, or significantly improved using learning theory and technology. Include the goal, your role, technology used, success measures, and how you incorporated diversity, equity, inclusion, and accessibility.
  • Describe your experience leading multiple concurrent training programs, strategic initiatives, or complex projects. Tell me the tools you used and explain how you ensured deliverables were completed on time. How did you work with Subject Matter Experts and collaborate with stakeholders to address competing priorities, challenges, or expectations.

  • Demonstrated experience facilitating complex, sensitive, or high-impact topics for high-visibility learning programs.
  • Experience managing challenging group dynamics, encouraging productive dialogue, and maintaining an inclusive and psychologically safe learning environment in instructor-led, virtual, and hybrid environments.
  • Advanced knowledge of adult-learning principles and facilitation methodologies, including experiential learning, learner-centered instruction, collaborative learning, and strategies that promote workplace application.
  • Experience creating learning experiences that are equitable and accessible to diverse participants by applying universal design principles.
  • Experience developing engaging and instructionally sound learning materials, including facilitator guides, participant materials, presentations, activities, assessments, job aids, and digital learning resources.
  • Proficiency with rapid authoring tools, such as Articulate 360.
  • Ability to adapt learning content and facilitation approaches for all levels of management and other specialized audiences.
  • Experience leading enterprise-level or statewide learning programs and projects, including planning, implementation, scheduling, resource coordination, risk management, and continuous improvement.
  • Demonstrated ability to consult with executives, departments, and stakeholders to assess organizational and performance needs, clarify learning objectives, and recommend appropriate learning or facilitation strategies.
  • Experience building collaborative relationships and leading cross-functional or cross-departmental initiatives, including the ability to resolve competing priorities and build consensus.
  • Experience using participant feedback, assessments, performance measures, and workplace-impact information to evaluate learning-program effectiveness.
  • Ability to analyze and evaluate workforce trends, legislation, policies, and organizational priorities to suggest strategic recommendations and improvements for program needs.
  • Exceptional written, verbal, and presentation skills, including experience preparing and delivering executive briefings, reports, presentations, recommendations, and other communications for technical and nontechnical audiences.
  • Experience designing and delivering train-the-trainer programs that prepare facilitators to deliver content consistently, confidently, and in alignment with established program standards
