Location

This position may be based hybrid out of our San Francisco, CA office or may be based remotely in the Western U.S.

Duration

This position is a two-year fixed term position with full benefits and the possibility of extension.

Overall Function

EDF's Energy Transition program aims to bend the curve on global greenhouse gas emissions from fossil fuel production and use by 2030, cleanly and equitably. The program seeks a motivated, detail-oriented Analyst, Energy Transition, Clean Electricity to support the Clean Electricity team's work to accelerate clean energy investment, including through carbon markets that cut pollution, facilitate deployment of clean technologies, and lower costs while strengthening community and economic resilience. This position will focus on advancing efforts to update and strengthen California's newly-reauthorized cap and invest program, while ensuring the program is ready to link with emerging markets in other jurisdictions.

The Analyst will conduct research, track and synthesize policy developments, and support EDF's advocacy, communications, and coalition-building strategies. The Analyst reports to the Manager, Energy Transition & Carbon Markets. They will work with other analysts, scientists, economists, lawyers, and policy specialists throughout EDF as well as external partners, stakeholders, and lawmakers to help advance effective, equitable, and durable climate and energy policies.

Key Responsibilities

• Support development and refinement of EDFs advocacy strategy around priority energy transition policies in key states, including carbon markets and regulatory efforts to facilitate electric power sector decarbonization, including supporting policy development, participating in engagement with external stakeholders, regulators and policymakers, contributing to communications campaigns, and tracking legislative efforts and regulatory proceedings in Washington and California.
• Assist in representing EDF in key external forums, with coalition partners, and the media and provide support for rapid-response inquiries from internal and external stakeholders.
• Conduct timely in-house research and analysis, including of proposed regulations and legislation.
• Analyze policies across a range of metrics, including emissions outcomes and economic, health, and equity implications.
• Work with communications colleagues to contribute to communications strategies to support advocacy goals.
• Participate in advancing EDFs Organizational Effectiveness and Culture (OEC) goals, so people from all backgrounds and experiences feel connected, included, and empowered to address environmental and organizational challenges in ways that align with EDF values.
• Write white papers and policy memos summarizing research for a broader audience, along with public communications including formal comments, presentations, Op-Ed pieces, and blog posts.
• Research questions on policy design related to economy-wide greenhouse gas targets, source-specific, sector-specific, or multi-sector emission limits, market-based programs, air quality standards, and cumulative impacts.
• As appropriate, develop expertise on regulatory pathways to enable electric sector decarbonization, engage in policy efforts to facilitate appropriate deployment of other energy transition strategies, such as hydrogen, as needed.
• Communicate and collaborate effectively with EDF colleagues across all levels of the organization.
• Additional relevant responsibilities as assigned.

Qualifications

• 3+ years of relevant experience and an Associate's degree required. A Bachelor's degree in environmental science, public policy, economics, or a related field may substitute for up to 2 years of related experience.
• Strong research, analytical, and writing skills, with the ability to synthesize technical information for policy audiences.
• Demonstrated interest in climate policy and environmental equity.
• Proactive and strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines.
• Clear and concise written and verbal communication abilities.
• Strong interpersonal skills, with the ability to effectively engage with policy professionals from a variety of backgrounds; an excellent listener and fast learner.
• Strong research and analytical skills and an interest in performing rigorous analysis in support of highly visible work.
• Demonstrated ability to effectively synthesize and communicate basic technical and policy findings in a clear and concise manner to colleagues internally and to external non-technical audiences.
• Ability to work independently and to support a multi-disciplinary team, using independent judgment required to plan, prioritize, and organize diversified workload.
• Strong computer proficiency, including experience with Excel, Word, and Internet research.
• Demonstrated self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across all cultures and backgrounds.
