The Williston Basin International Airport (XWA) is operated by the City of Williston, ND. XWA is seeking qualified candidates to join our team of operations professionals to assist with all day to day activities involved in running a commercial service airport. These responsibilities include FAR Part 139 and TSA Part 1542 compliance, Aircraft Rescue Firefighting (ARFF) and medical duties, snow removal, airside and landside duties, and much more.

ESSENTIAL JOB DUTIES:

  • Identifies and anticipates operational, safety and security concerns by inspecting all areas of the airport, to include airside, landside, and terminal facilities.
  • Maintains satisfactory conditions of airside, landside, and terminal facilities by creating work orders and performing light maintenance duties.
  • Supervises and performs airside operations activities including, but not limited to: identifying, preventing, responding to and/or removing all hazards to aviation including FOD, wildlife, AOA incursions, unauthorized vehicles and pedestrian entry, and disabled aircraft.
  • Supervises snow removal operations during assigned shift.
  • Inspects and maintains a record of all aeronautical areas including pavement, markings, lighting, safety areas, wildlife, construction, emergency equipment and fueling practices.
  • Coordinates construction and maintenance on or near the airport to ensure minimum interference with airport operations.
  • Responsible for issuing airport identification badges to all airport users. Conducts AOA Driver's training and Airport Security training.
  • Monitors deviations from federal, state and airport operating rules and regulations and issues work orders and NOTAMS as required.
  • Maintains a working knowledge of all applicable FAR's and Advisory Circulars.
  • Performs weather observations as required.
  • Performs Aircraft Rescue and Firefighting (ARFF) duties and carries out responsibilities outlined in the Airport Emergency Plan (AEP).
  • Enforces landside parking regulations to include commercial terminal traffic management.
  • Conducts thorough terminal inspections and occasionally performs janitorial duties.
  • Supervises and coordinates any contract services related to airport operations.
  • Ensures compliance with Airport Policies and Procedures; initiates corrective actions and counsels airport users, tenants, and employees as required.
  • Serves as an Alternate Airport Security Coordinator (ASC) for the airport.
  • Conducts Airport Security related functions to include monitoring phones, radios, security cameras, gate systems, sterile/secure area doors, and other duties listed in the ASP.
  • Supports all applicable requirements under all Safety Management Systems (SMS) including tasks, documentation, and written and practical tests.
  • Responsible for maintaining customer contacts through positive lines of communication by professionally representing the Airport and City of Williston through frequent and meaningful contact with the customer.
  • Supervises, assigns work, trains and evaluates airport operations staff.
  • Assumes operational, safety, and security responsibilities in absence of airport management.
  • Be physically present in attendance at the worksite.
  • Perform all work duties and activities in accordance with City policies and procedures.
  • Performs other duties as assigned by the Airport Director and Assistant Airport Director.

Required Skills and Qualifications:

  • Must be 18 years of age.

  • Bachelors degree in Aviation or related field.

  • One (1) year of experience in airport operations and/or airline operations.

  • Must possess a valid ND Commercial Driver's License (CDL), or ability to obtain one within 180 days of employment and maintain a motor vehicle record compatible with the City's insurance company's criteria.

  • ASC Certification or ability to obtain within six (6) months.

  • Prior work experience operating and maintaining equipment and facilities.

  • Through in-house training or through training arranged by the City of Williston, must be able to become certified in the following areas:

  • Airport related snow removal technique - within 90 days of employment.

  • Operation of snow removal equipment - within 90 days of employment.

  • Acquires all licenses and/or certifications currently required, or as may be required, by regulatory agencies.

  • Demonstrates supervisory capability.

  • Ability to perform the duties of this classification.

  • Individual must be willing and able to work all shifts, including nights, weekends, & holidays.

  • Ability to work in and support a teamwork environment.

  • Strong computer skills with ability to effectively utilize programs such as the Microsoft suite with ability to learn new programs introduced in the future.

  • Must possess excellent verbal and written communication skills.

Preferred Skills and Qualifications:

  • Two-year college or technical school degree in a related field.
  • One (1) year of supervisory experience.
  • Supervisory experience.

Training opportunities available to obtain desired certifications for incumbents who have met the minimum certificate, license, and registration requirements.

Language Skills:

Ability to read and interpret documents such as safety rules, standard operating guidelines, operations & maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Ability to read, write, speak, and understand the English language effectively.

Reasoning Ability:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several variables.

Communications:

Regular contacts within the department and City of Williston, third parties, outside representatives, community groups, and mutual aid partnerships as needed.

Use of Equipment and/or Computers:

Regular use of technology and equipment for job-related functions will be required including but not limited to computers, phones & printers. Operation of heavy equipment, light equipment, department vehicles, Mowers, Front End Loader, Snow Blower, Snowplow, ARFF Fire Truck, and others as assigned is expected. The position requires the use of non-hazardous and hazardous chemicals, fuels, grease, degreasers, paint thinner, cleaning supplies, fuel, oils, lubricants, antifreeze, battery acid, solvents, office supplies and other materials used in the maintenance of vehicles.

Physical Demands:

Standing in work areas and walking between work areas and driving to various locations will be required. There will be a regular expectation to pull, push, reach, walk, stand, sit, crawl, kneel, bend and have the use of hands and fingers, use of both eyes for sight, including ability to distinguish color and distance, hearing, extensive use of arms and legs to climb on top of, under, in and around equipment and facilities; work in proximity and use of computer screens; verbally communicating, operating motorized vehicles and equipment, and moving objects, components, parts, tires, oil drums and other equipment, tools and machinery. Vision requirements include close vision, distance vision, color vision, peripheral vision and depth perception. The employee must be able to physically move, lift, carry and manipulate up to 100 pounds.

Work Environment:

While performing the duties of this job, the employee frequently works near moving mechanical parts. The employee frequently works in outdoor weather conditions; in high, precarious places; and is exposed to risk of electrical shock and toxic or caustic chemicals. The noise level in the work environment ranges from moderate to loud. Essential functions require maintaining condition necessary for sitting and standing for prolonged periods of time. Employee will work at all Williston International Airport facilities and is expected to keep work areas clean, safe, and functional. Responsible for the performance of the Operations Department and airport operations on an assigned shift, including nights, weekends, and holidays.

Regular, predictable, and dependable attendance is required.
