Agile Scrum/Flow Master

Collaborate with business stakeholders, Product Owners, technical leads, and leadership to plan and execute Epics and features. - Serve as Senior Agile Scrum/Flow Master for the Data Modernization project within the Division of Public Health, NC DHHS.

Job Summary (in List Format):

- Serve as Senior Agile Scrum/Flow Master for the Data Modernization project within the Division of Public Health, NC DHHS.
- Facilitate all Scrum ceremonies including Daily Standups, Sprint Planning, Sprint Review, and Retrospectives.
- Guide and coach agile teams on Agile/Scrum best practices, fostering transparency, accountability, and collaboration.
- Support Product Owner in backlog refinement, prioritization, and maintaining clear product backlog.
- Ensure teams deliver high-priority backlog items and achieve Definition of Done for all work items.
- Monitor, track, and report on team performance metrics such as velocity, burndown, and cycle time.
- Identify, remove, and escalate blockers and risks impacting team delivery.
- Collaborate with business stakeholders, Product Owners, technical leads, and leadership to plan and execute Epics and features.
- Coordinate release planning and manage dependencies across functional teams.
- Shield teams from external interruptions to maintain focus during sprints.
- Promote continuous improvement via retrospectives and feedback loops.
- Ensure teams have necessary tools and support (e.g., JIRA, Azure DevOps) for effective delivery.
- Facilitate communication across teams in scaled Agile environments.
- Analyze and manage data to derive actionable insights for project and portfolio decisions.
- Encourage proactive problem-solving and conflict resolution within teams.
- Maintain visibility of team progress for internal and external stakeholders.
- Balance and manage multiple priorities and projects without compromising quality.
- Leverage strong facilitation, communication, leadership, interpersonal, and conflict resolution skills.
- Utilize risk and business impact analysis and reporting to support decision-making.
- Apply hands-on experience with Agile tools such as JIRA, Confluence, MS Project, Excel, Word, PowerPoint, and SharePoint.
- Support agile teams in technical aspects of the application development cycle to drive project enhancements and delivery.

Required Qualifications:
- 7+ years of experience with Agile values, principles, and practices (Scrum, Kanban).
- 7+ years hands-on with Agile tools (JIRA, Confluence, MS Project, Excel, Word, PowerPoint, SharePoint).
- 7+ years experience with JIRA dashboards, sprint/workflow monitoring, and status reporting.
- 7+ years managing multiple priorities/projects.
- 7+ years working with backlog prioritization and estimation.
- 7+ years facilitating Agile ceremonies and removing impediments.
- 5+ years strong facilitation and communication skills.
- 7+ years using risk and business impact analysis.
- 4+ years experience gaining stakeholder buy-in and data analysis.
- 4+ years in leadership and conflict resolution.
- Certified Agile Scrum Master or Kanban Flow Master (5+ years).
- 3+ years Program Increment (PI) planning and dependency tracking.
- 7+ years in technical application development cycles.
- Desired: Certified SPC or SAFe Agilist in SAFe transformation (3+ years).
- Desired: Certified Project Manager (5+ years).
