About the Role
Client is seeking an experienced Advisory Engineer to serve in a Project Engineer working capacity, providing staff augmentation support and engineering leadership on assigned projects. This is a senior-level technical role for a candidate who can initiate independent technical programs, resolve highly complex engineering problems, and provide project management leadership across engineering, design, and construction activities.
Key Responsibilities
Technical Leadership
- Initiate technical programs and advise management based on analysis of customer needs and technology trends
- Resolve the most complex technical problems within area of expertise and influence solutions in adjacent disciplines
- Apply advanced technical practices to complex requirements, special materials/processes, and difficult coordination challenges
- Recommend and help plan research, development, testing, and quality assurance programs
- Communicate results through reports, manuscripts, and presentations to oversight groups and professional societies
- Mentor less senior professionals in technical and communication skills
- Champion Total Quality (TQ) initiatives at the Division and Department level
Project & Program Management
- Provide staff augmentation support, integrating and managing engineering activities for assigned projects
- Establish design criteria, resource forecasts, schedules, and priorities
- Manage project tasks and deliver results against cost and schedule targets
- Provide overall engineering and design direction, leadership, and management for assigned projects/tasks
- Oversee administration, document control, project controls, and quality engineering functions through section supervisors
- Resolve conflicts between project direction and functional/technical direction
- Build project teams by requesting, evaluating, and developing engineering expertise
- Evaluate subcontractor performance to ensure design output meets technical, cost, and schedule objectives
- Establish design activity baselines and recommend subcontractor authorizations and baseline changes
- Evaluate cost/schedule variances and implement corrective actions (EVMS experience required)
- Review cost accounts for procurement of engineered materials
- Define project scope of work, ensuring firm customer requirements are established
Required Qualifications
Education & Experience (one of the following):
- PhD + approximately 15 years of experience
- MS + approximately 17 years of experience
- BS + approximately 21 years of experience
- BS in Engineering or current Professional Engineer (PE) registration
Experience:
- Providing overall engineering/design direction, leadership, and management for assigned projects and tasks
- Integrating engineering resources including design criteria, resource forecasts, schedules, and tools
- Providing administrative guidance to leads and managers
- Managing project administration, document control, project controls, and quality engineering
- Working with diverse teams and resolving cross-functional conflicts
- Experience with Earned Value Management Systems (EVMS)
Security Clearance:
- Must be able to obtain and maintain a DOE "Q" security clearance (active clearance not required at time of hire; candidate will be notified when to apply based on work assignment)
Other Requirements:
- Ability to perform field walk-downs at job sites, including uneven surfaces, active construction areas, walking distances over a half mile, climbing ladders, wearing protective clothing/respirators as needed
- Strong attention to detail in producing quality technical documents
- Excellent communication skills across management, engineering, facility, operations, QA, and test personnel
- Ability to mentor junior team members
Preferred Qualifications
- Registered Professional Engineer (PE) license in any state
- Active DOE clearance (L or Q) held within the past two (2) years
- Prior experience supporting DOE/NNSA-regulated environments
