Exempt Position

Administration/Charleston HQ Employee in this position serves as the Chief of Administration. Responsible for directing the administrative services in the areas of property management and control, electronic licensing, land and streams, and fleet management, that support daily operations across all WVDNR divisions. Ensures internal processes, workflows, and service systems operate efficiently and meet agency needs. Oversees the electronic licensing system, ensuring accurate, efficient, and secure license sales statewide. Manages staffing, training, and performance of licensing personnel and supports vendors and partners involved in license distribution. Manages procurement of goods and services, ensuring compliance with state purchasing laws. Oversees purchasing approvals, vendor coordination, and contract support for agency programs. Oversees the statewide vehicle equipment fleet, including acquisition, maintenance, and replacement planning. Ensures compliance with state fleet policies and supports field operations with reliable equipment. Provides executive oversight of land transactions, right-of-way issues, stream access, and related regulatory responsibilities. Ensures decisions align with conservation priorities and legal requirements. Oversees insurance claims, premium management, and coordination with the Board of Risk and Insurance Management. Ensures timely reporting, documentation, and resolution of claims involving agency property or operations. Directs record retention, storage, and compliance with state records management laws. Ensures secure, organized, and accessible documentation across all divisions. The employee has authority to exercise independent judgment and matters within the program assignment and work will be reviewed by the deputy director and director primarily for results obtained and compliance with established policy. Employee must have the ability to travel to various work locations in the state as well as out-of-state to represent the agency at meetings and conferences. Employers must have the ability to effectively communicate, orally and in writing, and the ability to delegate, supervise, and evaluate the work of others and the results of work performed. Employee must have the ability to establish and maintain harmonious working relationships with federal, state, and local and elected officials, co-workers, subordinates, supervisors, and the general public. Employee should possess multiple years of executive managerial experience. Regular attendance is required. Performs all related duties as required.

Minimum Qualifications

Training: Graduation from an accredited college or university with a degree in the area of assignment.

Substitutions: (1) Experience as described below may substitute for the training requirement on a year-for-year basis. (2) For positions in the Accounting, Auditing Area of Assignment, certification or registration as a public accountant in West Virginia may be substituted for the training and two years of the required experience.

Experience: Seven years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement: A valid drivers license may be required.
