Description

Clearance: Public Trust Overview:

The objective is to provide Administrative Specialist support to the Office of Security (OSY) at the NOAA Western Region location in Seattle, WA. This position supports Personnel Security, Pass and ID, fingerprinting, credentialing, access-control, customer-service, and administrative security functions.

 

The selected candidate will assist with daily security-office operations, including walk-ins and scheduled appointments, fingerprint processing, personnel security records, background-review support, phone and email inquiries, badge/access-related actions, and related administrative duties.

 

Background:

The Office of Security (OSY) serves to mitigate risk to personnel, facilities, property, information, and assets through Department-wide security policies and multi-disciplined security programs. OSY establishes and supports policies and procedures related to background investigations, security clearances, safeguarding sensitive information, protecting Department personnel and facilities, assessing threats and risks, and ensuring compliance with security policies and procedures.

 

This position supports the NOAA Western Region Security Office by assisting with personnel security actions, fingerprinting, Pass and ID support, customer-service support, security records, and related administrative functions.

Responsibilities:
  • Review personnel security cases for completeness, accuracy, required follow-up, and appropriate processing.
  • Perform or support personnel security case processing using NBIS/eAPP and related government systems.
  • Support Tier 1 and Tier 2 background investigation processing, reinvestigations, suitability/fitness review, and related personnel security actions.
  • Perform reciprocity reviews and related verification activities using PIPS, CVS, DISS, SecurityManager, or similar systems.
  • Review eAPP/NBIS submissions and return cases when corrections or additional information are required.
  • Assist with cases requiring second-level review and other personnel security quality-control actions.
  • Support pre-appointment reviews and recommendations for federal and contractor personnel.
  • Maintain and update personnel security records in SecurityManager and other government systems.
  • Resolve or assist with personnel security record discrepancies.
  • Support badge provisioning, credentialing, CAC/Facilities Access Card activities, and related access-control actions.
  • Learn and use SWFT and other required security systems as necessary.
  • Process or support federal and contractor fingerprinting. Fingerprinting experience is helpful but may be trained.
  • Support scheduled appointments and walk-in customers.
  • Answer phones, respond to inquiries, schedule appointments, and provide professional security-office customer service.
  • Maintain accurate records, reports, tracking tools, and government database entries.
  • Protect PII and other sensitive information in accordance with applicable policies and procedures.
  • Perform other within-scope personnel security and administrative security duties as assigned.
Qualifications:
  • Four years of relevant personnel security experience.
  • Demonstrated experience reviewing and processing personnel security cases.
  • Experience with NBIS/eAPP and background investigation case-processing workflows.
  • Experience with suitability and/or security adjudication activities.
  • Experience with CVS, DISS, PIPS, SecurityManager, or similar personnel security systems.
  • Strong attention to detail and ability to identify incomplete, inconsistent, or inaccurate case information.
  • Ability to handle PII and sensitive personnel security information appropriately.
  • Strong written and oral communication and customer-service skills.
  • Ability to organize and prioritize work in a high-volume security environment.
  • Proficiency with Microsoft Outlook, Word, Excel, and PowerPoint.

 

Education:
  • Bachelors of Science degree or equivalent in Business or a related discipline.

This position is 100% on-site and requires daily reporting to the following location:

This role is not eligible for remote or telework arrangements. Candidates must reside within a reasonable commuting distance of the worksite and be able to reliably report on-site as required.

 

This position follows a standard 40-hour work week, Monday through Friday. Employees are expected to be available during core business hours of 8:00am- 4:30pm, with additional working hours scheduled outside of core hours as needed to fulfill the full work schedule.

 

The candidate must currently reside within commutable distance to the work location.

Compensation:

The compensation range for this position is $18.75- $29.30 per hour. Compensation will be discussed in greater detail with candidates who advance in the interview process, allowing for a comprehensive evaluation of qualifications and alignment with role requirements.

The salary range provided for this position represents a general guideline. Final compensation will be determined at the Company’s discretion based on a variety of factors, including but not limited to relevant experience, skills, education, internal equity, geographic location, and contract requirements. Not all candidates will be eligible for the upper end of the salary range.
