EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE DEPARTMENT OF OFFICE OF CENTRAL GRANTS ADMINISTRATION AND FOR FUTURE VACANCIES AS THEY OCCUR.
Kind of Work
Under general administrative direction, the purpose of the position is to serve as an advanced-level professional responsible for the oversight, coordination, and execution of complex financial, compliance, and operational components of FEMA Public Assistance and other disaster recovery grant programs. Employee in this position performs advanced financial analysis, regulatory compliance, and program management functions, including development and validation of cost methodologies, FEMA financial and reporting documentation, internal controls, and emergency contracting readiness. The employee independently manages high-risk and high-value grant components, ensures alignment between financial systems and federal requirements, and coordinates with Emergency Management to ensure operational and contracting preparedness for disaster response and recovery. The employee exercises a high degree of independent judgment, technical expertise, and decision-making authority in areas involving federal compliance, financial reporting, procurement strategy, and emergency preparedness, and policy interpretation. The position interacts directly with state and federal agencies on complex reporting, compliance, and audit matters and is expected to independently resolve complex issues and provide technical guidance to staff and departments. Performs related duties as required. Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference. This position is an essential, emergency duty status worker and may not be relieved of duty when the Parish President or their designee recommends a voluntary or mandatory evacuation of Jefferson Parish.
Minimum Qualifications For Admission to Examination
Possession of at least an accredited Bachelor's degree in Public Administration, Business Administration, Accounting, Emergency Management, or a closely related field; PLUS, one (1) year of federal grant management experience including fiscal transactions and/or the review/approval of documentation against eligibility criteria.
OR
Current employment and permanent civil service status with Jefferson Parish; possession of at least an accredited Bachelor's degree in Public Administration, Business Administration, Accounting, Emergency Management, or a closely related field; PLUS, one (1) year of experience in clerical accounting, processing of fiscal items, or review/approval of documentation against eligibility criteria.
PREFFERED: Paid work Experience in Federal Emergency Management Agency (FEMA) Public Assistance.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate but not to exceed the listed salary range.

Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.
Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.
Sick leave is available for personal illness, injury or medical consultations.
Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.
Life Insurance
All regular employees receive a life insurance policy equal to one years salary.
Extra insurance may be purchased.
Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.
A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.
Retirement
Most regular employees belong to the Parochial Employees Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.
Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.
Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.
Special leaves of absence for military service, maternity leave, etc.
