The Tennessee Corrections Institute (TCI) establishes minimum standards for adult local correctional facilities and conducts inspections to support certification and compliance.
What we do:
TCI provides inspections, training, technical assistance, and research support to local correctional facilities and state partners across Tennessee.
TCI accredits and certifies jails in Tennessee and certifies training for over 6,000 local adult corrections officers.

Job Overview:
The Tennessee Corrections Institute is seeking an experienced and highly analytical professional to serve as an Administrative Services Director 1 within the Administration Division. This position serves as a key fiscal and administrative services leader for the agency and works closely with the Director of Administration to support budget management, financial reporting, procurement, contract administration, internal controls, and fiscal planning.
Key Responsibilities:

Direct and oversee agency fiscal operations, including accounts payable & receivable, purchasing, procurement, deposits, contract-related financial activity, etc.
Collaborate with the Dir. of Admin on budget development, monitoring, forecasting, and financial planning; prepares recurring management reports on expenditures, revenues, payroll, contracts, encumbrances, and projected year-end position.
Analyze agency spending and revenues, identify trends and anomalies, and build management dashboards and decision-ready financial reports.
Provide professional oversight of agency-side AP, AR, purchasing, deposits, and procurement; resolve complex issues and coordinate with F&A Centralized Accounting.
Own the financial lifecycle of contracts, including funding, encumbrances, expenditures, burn rates, remaining balances, fiscal risks, and financial closeout.¿ Develop and improve financial procedures, dashboards, internal controls, reporting tools, and automated workflows to increase accuracy, efficiency, transparency, and continuity.
Supervise or provide technical direction to assigned fiscal-support staff or contractors and ensure routine transaction processing is performed at the appropriate level with quality control and segregation of duties.
Research and resolve complex financial and administrative issues and provide agency leadership with clear analysis, recommendations, and decision-ready information.
Minimum Qualifications:
Graduation from an accredited college or university with a bachelor's degree and at least three years of progressively responsible professional experience in: accounting, finance, budgeting, fiscal administration, business administration, public administration, or a closely related field.
Experience should include responsibility for financial analysis, budget monitoring, fiscal operations, or other complex administrative functions.
Preferred Qualifications
Experience in governmental or public sector finance or administration.
Experience with budget development, financial analysis, forecasting, or management reporting.
Experience supervising staff or providing technical direction to professional or administrative support personnel.
Experience with procurement, contracts, accounts payable/receivable, or internal controls.
Advanced proficiency with Microsoft Excel and experience developing financial reports or dashboards.
Experience with the State of Tennessee's Edison system or comparable enterprise financial-management systems.
Knowledge of governmental accounting principles and GASB standards.
