JOB DESCRIPTION:

iQuasar is seeking an experienced Acoustic Engineer to provide technical and programmatic engineering support to the U.S. Navy's PMS 450 VIRGINIA Class Submarine Program Office at the Washington Navy Yard in Washington, DC.
The Acoustic Engineer will support the Acoustics Systems Integration Team and work closely with Navy program leadership, technical stakeholders, Systems Integration Teams (SITs), and NAVSEA Technical Warrant Holders. The position requires a strong understanding of submarine acoustic performance, noise-control principles, technical requirements, and engineering integration.
The successful candidate will provide technical analysis and recommendations supporting submarine design, construction, test and evaluation, and fleet introduction activities. The position also requires the ability to communicate complex engineering matters effectively to both technical personnel and senior program leadership.


RESPONSIBILITIES:

• Support PMS 450 in the evaluation of proposed submarine designs and arrangements.
• Maintain detaile d knowledge of applicable ship specification sections and first-tier references to support interpretation of technical requirements and verification of program compliance.
•  Review technical and engineering submittals and provide assessments, recommendations, and potential courses of action.
• Coordinate with appropriate stakeholders to consolidate differing technical viewpoints and identify associated technical and programmatic impacts.
• Interface with NAVSEA Technical Warrant Holders and other technical authorities for systems within the assigned area of responsibility.
• Assist program engineering leadership in resolving conflicting technical viewpoints and program constraints.
• Support and co-lead the NAVSEA Ship's Silencing Working Group, including applicable audits and ship checks to validate as-built configurations.
• Identify technical issues requiring resolution and coordinate with applicable Systems Integration Teams to facilitate timely resolution.
• Support the review and adjudication of design products, technical documentation, and written correspondence. 
• Serve as a technical liaison among PMS 450 personnel, NAVSEA technical organizations, and other program stakeholders.
• Maintain regular communication with the customer regarding technical activities and project status.
• Establish and maintain effective working relationships with program managers, deputy program managers, technical leads, and other key stakeholders.
• Lead and participate in program reviews addressing technical performance, schedule, and cost considerations.
• Provide acquisition-management planning and execution support.
• Lead technical discussions and project reviews, including preparation and delivery of formal briefings to program leadership.
• Perform additional duties and responsibilities as assigned.

DESIRED:

• U.S. Citizenship required.
• Active Secret security clearance required.
• Bachelor's degree in Engineering, Mathematics, Physics, another technical discipline, or a related field.
• Minimum of 5 years of relevant professional experience.
• Strong analytical and technical problem-solving skills.
• Excellent written and verbal communication skills.
• Demonstrated ability to interact effectively with program officials and technical stakeholders.
• Experience preparing and presenting technical information to senior leadership.
• Ability to develop and support actions necessary to achieve technical and program milestones.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Ability to travel up to approximately 10%.

DESIRED:

• In-depth understanding of VIRGINIA Class submarine systems and how nuclear and non-nuclear ship systems can affect submarine acoustic signature.
• Experience supporting efforts to minimize submarine acoustic signatures and improve platform survivability.
• Knowledge of submarine acoustic systems within a Navy acquisition environment.
• Familiarity with submarine silent-operations requirements and nuclear and non-nuclear ship systems.
• Experience with noise-control principles and methods for reducing submarine acoustic signatures.
• Familiarity with submarine ship specifications and first-tier technical references.
• Experience interpreting technical requirements and verifying submarine program compliance.
• Ability to independently execute assigned technical tasks in accordance with established procedures, specifications, and requirements.
• Demonstrated experience resolving competing technical viewpoints and program constraints in a high-tempo environment.
• Ability to work across multiple engineering disciplines, including naval architecture, electrical, electronics, piping, structures, and HVAC.
• Previous U.S. Navy submarine service experience is highly desirable.
• Experience supporting Navy acquisition and/or In-Service programs.
• Recent experience supporting Team Submarine is highly desirable.

EDUCATION: 

• Bachelor's degree in Engineering, Mathematics, Physics, another technical discipline, or a related field.
