Introduction
Maryland''s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We''re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.
The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefits payouts, develops financial reports, prepares budgets and projections, and designs and conducts internal audits, as well as responding to external financial audits.Â
The Accounts Payable Accountant II plays a pivotal role within the Accounting Team and the overall FAMLI Financial Services. This position will work closely with the Accounts Payable Supervisor in examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles to modify and maintain FAMLI accounting systems, prepare financial reports or statements, and give fiscal advice. This position manages accounts payable and bank funds, performs reconciliations, and generates financial analyses to support team closings and audit compliance. This position requires the financial acumen to provide insightful recommendations to various stakeholders and contribute to the overall fiscal health and operational success of FAMLI. Main Purpose of Job
This Accountant II will support the Accounts Payable unit by ensuring the accurate and timely processing of payments and maintenance of financial records for the Family and Medical Leave Insurance (FAMLI) Division in accordance with Generally Accepted Accounting Principles (GAAP), state accounting policies, and Department of Labor procedures. This role will process documents and reconcile transactions related to daily accounts payable operations while identifying and escalating discrepancies or issues for resolution. In addition to maintaining disbursement records, monitoring payment activity, and preparing reports and reconciliations, this position will assist with month-end and year-end close activities, support financial reporting requirements, and participate in special projects as assigned.
POSITION DUTIES
MINIMUM QUALIFICATIONS
Education: A bachelor''s degree in accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Two years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.
Notes:
Candidates may substitute a bachelor''s degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
Possession of a certificate as a certified public accountant or a master''s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
Applicants may substitute one year of professional auditing experience for one year of the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI because of unemployment insurance overpayment/fraud.
