POSITION SUMMARY
The Town of Holly Springs is searching for a Accounting Specialist to serve in the Finance Department. Under general supervision, this position performs technical accounting duties involving the accounting, recording, processing, and reporting of cash collections, revenue recognition, accounts payable, payroll, and other technical accounting functions; reviews, research, reconciles and assures the accuracy of the ledgers and accounts.
SUPERVISORY RELATIONSHIPS
Reports to the Accounting and Finance Manager. Works independently with general guidance from the Accounting and Finance Manager to ensure coordination of objectives and priorities of the department. Incumbent has no supervisory responsibilities.
The work schedule is business hours with occasional evenings and weekends. The approximate starting annual salary is $52,758.23 (Grade G).
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1.Analyzes, verifies, tracks, and maintains accounting records used in cash and revenue collection and reconciliation, in compliance with all applicable policies, procedures, rules and laws.
2.Processes and audits departmental deposits for validity and accuracy.
4.Files and maintains backup documentation for Town bank deposits.
5.Reviews reports prepared by others for accuracy and completeness.
6.Prepares complex journal entries and financial reports as required for various purposes.
7.Monitors and analyzes employee benefit and other vendor invoices for accuracy, investigates and corrects errors, reconciles to Town records, and prepares corresponding journal and cash disbursement entries.
8.Reconciles assigned general ledger accounts.
9.Retrieves and sorts incoming mail.
10.Supports the Accounts Payable function by verifying TINs, entering and maintaining vendor files, reconciling vendor payments and other related tasks.
11.Supports the Payroll function by analyzing and reconciling payroll and time records.
12.Serves as back-up to the Accounts Payable and Payroll functions.
13.Processes Accounts Payable invoices.
14.Performs other technical accounting activities and assists in analyzing and maintaining other general ledger accounts.
15.Produces requested audit documentation, spreadsheets, statistics, and reports.
16.Interprets fiscal policy for own use.
17.Assists staff in solving, or personally responds to, inquiries and accounting issues.
18.Audits petty cash at various Town locations.
19.Completes special projects as assigned by the Accounting and Finance Manager and Finance Director.
20.Other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
?Knowledge of governmental accounting GAAP and auditing methods, procedures, and financial practices.
?Knowledge of the Town and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
