    Summary
    This role provides high‑level accounting and financial management support across a wide range of complex activities. The position oversees the accuracy, integrity, and compliance of financial data; advises senior leaders on financial operations; and ensures strong internal controls. Responsibilities include shaping financial processes, guiding resource decisions, supporting strategic financial planning, and delivering responsive customer service to executive stakeholders.

    Key Responsibilities
    • Deliver strategic financial guidance and timely support to leadership.
    • Prepare briefings and documentation for senior officials and external oversight bodies.
    •  Advise on financial operations, reporting requirements, data security practices, and interagency financial relationships.
    • Safeguard financial data integrity through strong internal controls and compliance practices.
    • Support efforts to achieve favorable audit outcomes and maintain auditable statements.
    • Conduct analysis across financial systems, produce reports, and brief senior leaders with actionable recommendations.
    •  Review financial activity and assist with accruals and statement preparation.
    • Develop and implement accounting policies, procedures, and program metrics.
    • Manage complex reconciliations, tax documentation, and related filings.
    • Participate in working groups, committees, and senior‑level financial discussions as directed.
    •  Support financial system development by offering functional expertise, testing solutions, and improving business processes.
    • Facilitate communication between financial, technical, and customer stakeholders.
    • Assist with forecasting and financial analysis for Working Capital Fund products and businesses.
     
    Required Knowledge, Skills & Abilities
    • Expert knowledge of quality assurance practices supporting data accuracy.
    • Deep understanding of GAAP, FASAB, FASB, and federal appropriations law.
    • Ability to learn and apply Agency-specific financial regulations and mission needs.
    • Strong analytical skills for compiling, evaluating, and reporting financial information.
    • Skill in diagnosing complex financial issues and recommending effective solutions.
    • Ability to interact with senior leaders and influence financial decision-making.
    • Strong briefing and communication skills for diverse audiences, including non‑accountants.
    • Ability to balance competing priorities in a dynamic operational environment.
    • Excellent interpersonal and written communication skills.
    •  Advanced proficiency in Microsoft Word, Excel, and PowerPoint.

    Minimum Experience:  
    • Minimum eleven (11) years of demonstrated professional accounting experience with a strong understanding of the responsibilities associated with financial management, accounting, auditing, and/or fiscal control.

    Minimum Education
    • Bachelor's Degree in Accounting with degree requirements for CPA 

    Certifications:  
    • Certified Public Accountant (CPA)
