The Accountant Administrator 3 serves as the Chief Financial Officer for the Louisiana Department of Veterans Affairs (LDVA), a cabinet-level state agency with an annual budget of approximately $108 million and a workforce of approximately 850 employees. This position performs highly responsible professional administrative and executive-level fiscal management functions and provides leadership and oversight of the following agency's financial operations:

Agency 130: Administrative (LaVetCorps AmeriCorps Grant, Military Family Assistance Fund, LA Honor Medals, Communications and other Outreach and Military Affairs Activities), Contact Assistance, Appeals, Cemeteries, and State Approving Agency, plus all operating budgets of the Louisiana Department of Veterans Affairs Long Term Care Facilities:

Agency 131: Louisiana Veterans Home in Jackson, LA

Agency 132: Northeast Veterans Home in Monroe, LA

Agency 134: Southwest Veterans Home in Jennings, LA

Agency 135: Northwest Veterans Home in Bossier City, LA

Agency 136: Southeast Veterans Home in Reserve, LA

Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

To include but not limited to:

  • Directs the fiscal office and all fiscal activities including budget preparation and the annual financial statement for the agency.
  • Sets fiscal and performance objectives; monitors accomplishment of objectives.
  • Consults with external and internal auditors, state, and federal and local officials regarding the financial operations of the entity.
  • Directs, coordinates and administers the financial accounting and fund management activities for 10 budget programs.
  • Directly supervises the Accountant Managers at the Veterans Homes and all financial operations.

Position-Specific Details:

An ideal candidate will possess:

  • Working knowledge of the LaGov financial system and state accounting and procurement processes.
  • Demonstrated experience in governmental accounting, budgeting, fiscal management, or financial administration.
  • Experience providing executive-level financial guidance and overseeing complex fiscal operations.

Appointment Type: The position will be filled by a probational appointment or promotion of a permanent state employee.

Work Location: Baton rouge, Louisiana - Downtown/Galvez Building

Compensation: The salary offered will be determined based on qualifications and experience.
