    Description

    CenCore is seeking an Access Control Manager (ACM) to oversee access control operations at a cleared data center construction site. This role ensures the secure movement of personnel, vehicles, and materials in accordance with approved security procedures, contract requirements, and site-specific operating standards.

    As the primary lead for the Access Control team, the Access Control Manager provides direct supervision to Access Control Technicians, coordinates closely with the Site Security Manager and Construction Surveillance leadership, and ensures access control operations remain compliant, auditable, and operationally effective throughout site startup and construction activities.

    Key Responsibilities

    • Manage daily access control operations at a cleared construction site, ensuring strict adherence to approved security policies, procedures, post orders, and contract requirements.
    • Supervise, train, coach, and support Access Control Technicians to promote consistent performance, professional conduct, and compliance with site requirements.
    • Coordinate staffing schedules, post coverage, assignments, and tasking to support operational requirements, including 24/7 coverage as needed.
    • Ensure proper verification of credentials, badges, visitor processing, access authorizations, and vehicle access in accordance with approved procedures.
    • Maintain accountability and control of access control systems, equipment, badges, supplies, documentation, and related materials.
    • Ensure access control records, logs, reports, incident documentation, and operational records are accurate, complete, timely, and audit-ready.
    • Coordinate with Site Security Managers, Construction Surveillance leadership, project stakeholders, and customer representatives to support secure site operations.
    • Support investigations, incident reporting, corrective actions, and follow-up related to access control concerns, procedural violations, or security events.
    • Prepare for and support internal, customer, or third-party audits by enforcing approved access control procedures and maintaining auditable controls.
    • Assist with onboarding and training personnel on access control procedures, systems, documentation standards, and site-specific requirements.

    Required Qualifications

    • Demonstrated experience managing access control operations within a cleared, high-security, critical infrastructure, government, or secure construction environment.
    • Prior leadership or supervisory experience managing access control, physical security, or security operations personnel.
    • Strong understanding of credential verification, badging processes, visitor processing, access authorization, and access control systems.
    • Proven ability to maintain detailed records, logs, reports, documentation, and audit-ready operational records.
    • Strong organizational, leadership, communication, and problem-solving skills.
    • Ability to work in a fast-paced construction environment and support site startup operations.
    • Ability to coordinate staffing, coverage, and tasking in support of operational requirements.
    • Ability to interpret and enforce security procedures, post orders, contract requirements, and site-specific operating standards.
    • Ability to communicate effectively with technicians, site security leadership, construction surveillance personnel, project stakeholders, and customer representatives.
    • Ability to maintain professionalism, confidentiality, and sound judgment in a secure, mission-focused environment.

    Preferred Qualifications

    • Active security clearance or eligibility to meet customer/site clearance requirements.
    • Experience supporting cleared construction, data center construction, secure facilities, government sites, or critical infrastructure environments.
    • Experience with access control audits, compliance reviews, visitor control programs, badging programs, or physical security inspections.
    • Experience using access control systems, badging systems, visitor management systems, CCTV, alarm systems, or other physical security technologies.

    Work Environment and Physical Requirements

    • Work is performed on-site at a cleared data center construction site with active access control, security, construction, and site startup operations.
    • Role may require walking, standing, and moving throughout access control points, badge offices, screening areas, vehicle access points, and construction site environments.
    • Must be able to work in varying site conditions, including noise, dust, weather, uneven surfaces, and other conditions common to active construction environments.
    • Schedule may vary based on site startup needs, operational requirements, staffing coverage, audits, incidents, construction activity, and 24/7 support requirements.
    • Must comply with all site safety, security, access control, personal protective equipment, and customer requirements.
