Job Summary
Reporting to the Director of Facilities Operations for Student Housing and Dining Services (SHDS), this position is directly responsible for the access and security systems and staff. This role is recognized as the department's organization-wide expert in access and security regulatory, procedural and policy compliance and administration. They utilize advanced concepts at an expert level to formulate strategies, perform continuous assessment and develop high-level software testing and integration configurations of the access control systems key management programs and access hardware to ensure ongoing security compliance and integration with campus systems. In alignment with the department's Long Range Development Plan (LRDP), this position provides crucial leadership and expertise for the department's short- and long-range plans for access and security systems and software upgrades, door/gate hardware replacement, construction and renovation projects and ongoing compliance requirements. Serves as subject matter expert, liaison and facilitator between SHDS and UC Police Department, Design and Construction Management, UC Davis Facilities Management, as well as other university departments with regards to all SHDS access, security and control systems.
Using their extensive knowledge of organization buildings, infrastructure and policies and procedures, they are responsible for planning and oversight for installation, integration, modification, testing, repairs and preventive maintenance of all security systems, hard-key locks, card-key systems (to include mobile, SEOS), doors and all door hardware, gates, roll-up doors and alarm systems. Responsible for the day-to-day operations overseeing the development, implementation, administration, and maintenance of cohesive and adaptable mechanical and electronic access control strategies. Responsible for the supervision, day-to-day direction and oversight of the Fac Mgt Spec 3, Fac Mgt Spec 2 and Access and Security PPM career staff. Serves as the department's technical expert with respect to access and control systems and doors/door hardware for departmental new build and renovation projects. Based on the department's LRDP and the addition of 3,000 beds, the responsibilities will increase with additional career staff, additional access system needs and security requirements. In addition, significant security risk concerns have been identified with the department's mag-stripe card access system and this position will serve as the organizational technical expert developing, testing, performing integration, administrating and converting the existing access system to SEOS and/or Mobile Credentials, collaborating with campus counterparts to integrate with the campus-wide one-card access program.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
Bachelor's Degree in facility or construction management or computer sciences, or related field and/or equivalent experience or training.
Experience, knowledge, and technical skills to understand and to review technical data, equipment specifications, and construction documents (plans, drawings, plan review during design, submittals, and specifications) with respect to access and security systems, door and door hardware, equipment installation, operation, and maintenance manuals. Knowledge of the California Building Code, OSHA and fire/life safety regulations, ADA requirements and all construction trade terminology.
Experience, knowledge and technical skills to manage, administer, develop/test and repair door access control systems, physical doors and door hardware.
Experience supervising multiple trade union staff and supervisors including selecting, training, motivating, and providing corrective action up to and including dismissal.
Knowledge of commercial residential facility services which includes large building Mechanical and Electrical systems, Access and Security Systems and Asset Management Systems to include field installation and/or repairs for electronic and mechanical access control systems, and doors and door hardware.
Knowledge of electronic and mechanical access control systems - to include managing, developing, integrating/testing, maintaining and administering electronic systems and doors/door hardware and understanding of mechanical master key schemes.
Skill in budget management and leadership; including accounting principles, organizational structures, cost forecasting, and decision making, including developing both short- and long-range goals pertaining to in-house remodels/repairs, upgrades, capital projects, and major maintenance development.

SHDS is a self-supporting auxiliary that provides housing and dining services to approximately 15,000 undergraduate, graduate, and students with families who live in on-campus residential facilities (university owned/managed and Public-Private-Partnerships), as well as providing residential, retail, and catering dining services for the campus community. Facilities Services oversees all of the daily maintenance, major maintenance, preventive maintenance, custodial services, capital projects, interior design, painting, and computer services for the department.
